Summary of the contracting process

The Foreign, Commonwealth and Development Office (FCDO) is in the planning stage for a refurbishment project titled "Lisbon HMA Residence Refurbishment" under the industry category of construction work, specifically refurbishment work. This project is located in Lisbon, Portugal. An early market engagement webinar event is scheduled for 10 December 2024, with suppliers required to register their interest by email. This engagement aims to inform suppliers about the project's scope and the procurement process, without constituting a formal call for competition. The procurement process will adhere to the NEC4 Engineering Construction Contract (ECC), Option A (Price with Activity Schedule). Key dates to note include the webinar on 10 December 2024.

This project presents significant business growth opportunities, particularly for construction companies experienced in refurbishment work to EU and UK standards. Suitable businesses include those capable of handling seismic retrofit, security enhancements, and high-standard interior designs for residential and diplomatic use. Companies will need to manage local approvals efficiently and adhere to stringent health and safety practices. This tender also requires contractors and subcontractors to have necessary security vetting, and offers a chance to showcase capabilities in delivering high-profile, high-security embassy residences. Firms proficient in comprehensive refurbishment, including external and internal works, are well-positioned to compete for this lucrative £2.5 million contract.
