Summary of the contracting process

The PEACEPLUS Community Empowerment Programme, specifically focusing on ex-politically motivated prisoners, was contracted by Belfast City Council. This project, tagged under the provision of services to the community, is categorised in the services industry and aims to engage 750 participants from diverse communities across Belfast. The contract was awarded in September 2025 and is set to run until December 2027, with a possible six-month extension contingent on funding and performance. Undertaken through an open procurement method, this initiative aligns with the Belfast PEACEPLUS Local Community Action Plan, supported by the Special EU Programmes Body (SEUPB).

This tender presents significant business growth opportunities for service providers specialising in community services, health and well-being, and education and training sectors. The project seeks vendors capable of facilitating engagement activities, advocacy, and well-being programmes targeting former political prisoners and their families. SMEs with expertise in creating interactive activities that foster participation and equality, lobbying, and community health services would find a competitive edge. The programme necessitates a keen understanding of social value, approach and implementation, and performance management, offering firms a platform to expand their service reach in Northern Ireland.
