Summary of the contracting process

Plymouth City Council is planning a procurement process titled "Food Waste Treatment Services - Soft Market Engagement" under the industry category of Sewage, refuse, cleaning and environmental services. This initiative focuses on the establishment of a mandatory weekly food waste collection service throughout Plymouth by 1 April 2026, necessitated by legislative requirements. A key date for interested parties to take note of is the deadline for completing the 'Soft Market Questionnaire Response' document, set for 12:00 noon, 15 January 2025. During this planning stage, the council seeks to engage with the market to explore business, technological, and innovative solutions related to the transportation and treatment of municipal food waste through Anaerobic Digestion (AD). The primary location for this project is Plymouth within the UKK41 region.

This tender presents significant opportunities for businesses involved in refuse and waste-related services, particularly those specialising in refuse disposal and treatment, and operation of refuse sites. Participating in this market engagement can help businesses showcase their innovative solutions and establish early relationships with the council. Companies with capabilities in handling large-scale environmental services, transportation logistics, and waste treatment technologies will find this tender particularly suited to their expertise. Moreover, engaging in the preliminary market engagement phase can place companies in a favourable position for future contract opportunities as the procurement process evolves.

Notice Title

Food Waste Treatment Services - Soft Market Engagement

Notice Description

Plymouth City Council ("The Council") is currently working on a major project for the implementation of a mandatory weekly food waste service to all Plymouth households by 1 April 2026. The project is a legislatively driven initiative in accordance with section S45A of the Environment Act 1990, brought into legislation by the Environment Act 2021. As part of this requirement, there will be a need for Transportation, and Treatment of Municipal Food Waste by Anaerobic Digestion (AD). For that reason, the Council is seeking to engage with the market place, and understand the solutions that may be currently available in the market for these services. The Council is therefore conducting a soft market assessment to explore these elements and better understand business, technological and innovative solutions that are available. In addition, this will allow The Council to gauge the level of market interest, and on what terms solutions can be delivered.
