Summary of the contracting process

NHS England has initiated a public procurement process under the Provider Selection Regime (PSR) to award contracts for Offender Personality Disorder (OPD) Pathway Services, falling under the Health and social work services category. The procurement process, based on the Most Suitable Provider approach, involves multiple lots spread across regions including the North, South, Midlands, East of England, and London. The contract, valued at approximately £258 million, is set to commence on 1st April 2025 for five years with the possibility of a two-year extension. Procurement stages have transitioned from planned in December 2024, through tendering phases, and now concluding with awarded contracts, as of May 2025. Key procurement locations include Leeds and various geographic regions across England.

This procurement represents a substantial opportunity for suitable service providers, particularly those specialising in health and social care sectors within the specified regions, to compete for a share in a significant public contract. Businesses with proven capabilities in meeting detailed service specifications under the MSP documentation are encouraged to engage. Opportunities exist for both large and small to medium-sized enterprises (SMEs), especially those with expertise in offender management and psychological services. Firms that can position themselves as most suitable providers stand to gain valuable contracts that offer stability and growth over a potentially seven-year period.
