                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The requirement to update the Expected Annual Contract Values arose due to an unforeseen and sustained increase in drugs and hosiery costs, which could not reasonably have been anticipated at the point the contract was awarded. As these cost pressures directly affect the safe delivery of the commissioned service, an additional PS148,000 per annum is required from 1 January 2026 to 31 December 2035. The modification is necessary to maintain continuity and quality of service provision and relates solely to unavoidable cost inflation outside the control of both the provider and the ICB."
