Summary of the contracting process

This public procurement process, initiated by the London Borough of Croydon, involves a tender titled "SLCP Refresh 2025 - Residential and Independent Fostering Agency Provision" under the health and social work services category. The process is at the tender stage and follows an open procedure. The procurement is aimed at refreshing the Approved Provider Panel Agreement (APPA) established in June 2020, to allow new providers to bid and join. The key service areas include residential child care provision and independent fostering agency provision, with a total estimated value of £700,000,000. Interested providers must submit their bids by 10 February 2025, with contract awards scheduled to start from 1 May 2025 to 3 May 2025. The procurement is for services to be delivered within the UKI62 region, covering flexibility under the Light Touch Regime (LTR).

This tender offers substantial growth opportunities for businesses specialising in health and social work services, particularly those with expertise in residential care and fostering services for children and young people. Qualified providers can benefit from being part of an extensive multi-provider framework, potentially increasing their market footprint and securing a significant portion of the £700,000,000 budget. The procurement is suited for both established providers and newer entrants looking to expand their service provision under a regional authority contract. Businesses with a strong focus on quality, as 60% of the award criteria are based on quality metrics, and competitive pricing strategies will have a favourable position in this tender.
