Summary of the contracting process

Barnsley Metropolitan Borough Council commissioned an insourced autism diagnostic assessment service for children and young people on its waiting list, using external clinical capacity in NHS or local authority settings to improve access and reduce delays. This is a local paediatric assessment service, rather than the wider national framework described in the procurement background. The work is delivered in Barnsley. It sits within a broader framework for autism and ADHD assessment and diagnosis for adults and children; that framework can also cover ADHD medication prescribing, titration and review. The Council’s specific requirement here is autism assessment for children and young people, so providers focused only on adult assessments or ADHD medication services may find the call-off does not match their core offer.

The Council selected ID Medical Group Limited for the single-provider call-off through a competitive process under the Provider Selection Regime. The contract was signed on 21 August 2026, with a term from 1 December 2026 to 30 November 2027, subject to satisfactory performance. Its approximate lifetime value is £399,054.96. This call-off sits under the Commercial Procurement Services Autism and ADHD Assessment Services Framework, whose stated overall value is £15 million; that figure is for the framework, not this individual service. Framework providers were assessed on quality and innovation (35%), integration, collaboration and sustainability (10%), access, reducing health inequalities and choice (15%), and social value (10%). The wider framework used quality (70%) and price (30%) as award criteria.

For suppliers considering comparable work for Barnsley, the award points to a need for paediatric autism diagnostic capacity that can be deployed in NHS or local authority settings and help address waiting-list delays. Credible providers would need to demonstrate high-quality assessments, established operational systems able to manage substantial activity, effective governance and quality assurance, and multidisciplinary working. The Council also valued integration with NHS and local authority pathways, collaboration that improves referrals and family experience, and service arrangements that support timely access. Flexible appointments, proactive family communication, accessible adjustments for sensory, communication and physical needs, and clear support throughout assessment were relevant capabilities. Its social-value assessment also favoured an ISO 14001-certified environmental management system, a formal carbon reduction plan, low-carbon or digital delivery, and environmental monitoring and reporting.

Notice Information

Notice Title

National Framework Agreement for the Provision of Autism andADHD Assessment Services

Notice Description

The Countess of Chester Hospital NHS Foundation Trust wishes to establish a Framework Agreement under the Health Care Services (Provider Selection Regime) Regulations 2023 (and as amended) (the PSR) for use by all Relevant Authorities (and any future successors to these organisations). "Relevant authority" is defined in section 12ZB(7) of the National Health Service Act 2006. It means a combined authority, an integrated care board, a local authority in England, NHS England, an NHS foundation trust or an NHS trust established under section 25 of that Act. For the avoidance of doubt, any successor bodies of any of the above entities shall be entitled to place Orders and shall be deemed Relevant Authorities for the purposes of this Framework Agreement. Demand for autism and ADHD assessment and diagnosis services has increased significantly in recent years, with waiting lists in some areas now years long. In order to address this backlog, many NHS organisations are outsourcing portions of this service to increase capacity, either on a short- or long-term basis. This Framework Agreement will provide a quick and compliant route to contract for these services. The overall aim of the Framework Agreement is to provide an assessment and diagnosis service for autism, ADHD and/or combined autism and ADHD for both adult and paediatric patients. For patients on the ADHD or combined pathway this may also include medication prescribing, titration and review. The term of the framework agreement will be 4 years.
