        "description": "The Foreign, Commonwealth and Development Office (FCDO) tendered for a Supplier to deliver the Technical Assistance Portfolio Manager of the Forest Governance, Markets and Climate (FGMC) Phase 2 programme. The TAPM supplier will directly mobilise or commercially source, contract and oversee projects that provide technical assistance in support of forest governance reform processes. These projects will help FGMC partner countries develop forest policies and institutional arrangements that deliver accountable forest stewardship or improve forest footprints associated with international trade in alliance countries, contributing to overarching programme objectives. The start date of the contract was August 2025, the maximum initial contract value is PS75,000,000 excluding UK VAT but including overseas local taxes, with an option to increase its total value and/or duration based on need. The contract initial length is up to 48 months with a value up to PS75 million. The contract may be extended and/or its value increased through: - Extension option: up to an additional 60 months and a value up to an additional PS100 million - Scale up option: should resources become available This opportunity was tendered through the Light Touch regime which is based upon the Open Procedure prior to an optional negotiation stage. The light touch regime is defined under regulations 74 to 76 of Section 7 Social and Other Specific Services of Chapter 3 Particular Procurement Regimes, Public Contract Regulations 2015 (Light Touch Regime).",

It promotes sustainable growth in developing countries, supporting them to trade their way out of poverty by changing the way forest products are bought and sold across the globe, establishing forest stewardship to reverse forest and biodiversity decline. FGMC2 builds on a successful first phase (FGMC1: PS280m, 2011-24) which provided evidence and strong foundational partnerships that drove governance reforms and improved forest stewardship. FGMC2 doubles the ambition to a PS500m 10-year Business Case with an initial phase running from 2024-2029 with a total value of PS220m The programme focus is on forest land stewardship establishing governance arrangements and rules-based systems (outcomes) and the changed behaviour of key actors as a result of the implementation and enforcement of those rules (impact).
