Notice Description

The Department for Business and Trade ("DBT") has a potential requirement for the provision of testing services of household appliances to verify and assess their compliance with the Eco-design Regulations for Energy-Related Products 2010, Energy Information Regulations 2011 and the Eco-design for Energy-Related Products and Energy Information Regulations 2021 within the UK. DBT are requesting Expressions of Interest ("EOI") pertaining to this requirement. Please email: commercialbpo@businessandtrade.gov.uk by 17th February 2025 in order to register your interest. At this stage, DBT wishes to understand the size and capability of the supply market. Information that it gathers will be used to refine requirements to ensure they are fit for suppliers to deliver against. Meetings will also be held directly with interested participants at a future date, subject to capacity. The Secretary of State for DBT is the contracting authority responsible for meeting this anticipated requirement. DBT intends to publish the Contract/Tender Notice around April 2025. The full specification shall be provided with the contract documents, but it is expected to incorporate the testing of a variety of household appliances obtained from the UK Market to test their efficiency and compliance against the designated Eco-design and Energy Labelling standards. Ecodesign - European Commission. The Ecodesign for Energy-Related Products and Energy Information (Amendment) Regulations 2021. The testing requirements will be broken down into seven lots each covering a variety of seven (7) to eight (8) household appliances and a selection of test procedures.

These lots are as follows: Lot 1 Electronic Displays (Television) - To determine efficiency and compliance against the Ecodesign for Energy-Related Products and Energy Information Regulations 2021. - Schedule 19 Energy Information: Assimilated delegated commission Regulation (EU) 2019/2013 - Annex IV as amended. The Ecodesign for Energy-Related Products and Energy Information (Amendment) Regulations 2021 - Part 3) Utilising the testing methods and relevant BS/EN standards: EN 50564:2011, EN 62087-1:2016, IEC TR 63274 ED1:2020, which will be used to check the compliance against the specific product regulations. Lot 2 Electric Boilers - To determine efficiency and compliance against the Ecodesign Regulation (EU) 813/2013 to ecodesign requirements for gas combi space heaters & the Energy Labelling Regulation for Gas combi Space Heaters (EU) 811/2013. Utilising the testing methods and relevant BS/EN standards: For * Domestic Heating: EN 14825:2018, EN14511-4:2018, EN 14825:2018: EN 14511/ EN 14825 ; Heat Pump Water Heater (DHW) tests or the heat pump. * Electric Boilers Gas Boiler:- BS EN 15502-2-1:2022+A1:2023-For hybrid CH boilers: BS EN 15502-1 combined with BS EN 15502-2-3 (this standard also references EN 14511-3). * Combi boilers BS EN 13203-2 combined with BS EN 13203-5 or BS EN 13203-6 depending on type of heat pump. Lot 3 Electric Gas Hobs - To determine efficiency and compliance against the Eco-design and Energy Information Regulations compliance with commission regulation (EU) No. 66/2014 and (EU) No. 65/2014. Utilising the testing methods for compliance check and relevant BS/EN standards: BS EN60350-2:2021 8+A1:2021 Clause 7, 7.5, 8, 9. To measure the electrical standby power in accordance with BS EN 60350-2:2021 8+A1:2021 Clause 12. Lot 4 Portable Air Conditioners - To determine efficiency and compliance against the Ecodesign Regulation (EU) No 206/2012 to ecodesign requirements for gas combi space heaters & the energy labelling regulation for gas combi space heaters (EU) No 626/2011. Utilising the testing methods and relevant BS/EN standards: Reference to the standard: EN 12102-1:2017. Lot 5 Freezers - To determine efficiency and compliance against the Ecodesign for Energy-Related Products and Energy Information Regulations 2021. - Schedule 13 - Ecodesign requirements. The Ecodesign for Energy-Related Products and Energy Information Regulations 2021 - Schedule 15 and Energy Information Assimilated Delegated commission Regulations (EU) 2019/2016 - Annex IV - measurements methods and calculations & Annex IX - Verification procedure for market surveillance purposes. - Table 8. The Ecodesign for Energy-Related Products and Energy Information (Amendment) Regulations 2021. * Utilising the testing methods and relevant BS/EN standards: Performance: EN 62552:2020 and EU regulations 2019/2019 & 2019/2016. * Noise: EN 60704-2-14:2013 + App. A11:2015 + App. A1:2019 + ISO 3743-1:2010 + EN 60704-3. Lot 6 Dish Washers - To determine efficiency and compliance against the Ecodesign for Energy-Related Products and Energy Information Regulations 2021 - UK Statutory Instruments 2021/745, and retained Commission Delegated Regulation (EU) 2019/2017 with regard to the Energy Information requirements for Dishwashers. Ecodesign: (EU) No 2019/2021; Energy Labelling: (EU) No 2019/2017. Utilising the testing methods and relevant BS/EN standards: BS EN 60436:2020+A11:2020 EN 60436:2020/AC:2020-6. Lot 7 Washing Machines - To determine efficiency and compliance Against the Ecodesign for Energy-Related Products and Energy Information Regulations 2021 - UK Statutory Instruments 2021/745, and Retained Commission Delegated Regulation (EU) 2019/2017 with regard to the Energy Information requirements for Washing Machines. Ecodesign: (EU) No: 2019/2023. Energy Labelling (EU) No: 2019/2014. Utilising the testing methods and relevant BS/EN standards: EN IEC 62512:2020+A11:2020. Additional information: In addition, the testing would contribute towards the wider government's aim for achieving net zero by 2050. The examination of technical documents and website information, and conducting physical testing is vital to evaluate and ensure that products placed on the UK market comply with the energy requirements and ensuring the benefit to consumers. Generally, the aim is to reduce potential hazard.
