This is a Provider Selection Regime (PSR) confirmation of contract award notice. This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally awarded using the most suitable provider process.<br/><br/>The contract was agreed & signed by both parties on 24/07/2025.<br/><br/>The contract is set to run from 01/04/2025 to 31/07/2028.<br/><br/>The estimated lifetime value of this contract is - PS4,000,000.<br/><br/>No representations were submitted during the standstill period.

SY ICB are looking to commission and facilitate Mobile Targeted Lung Health Checks (TLHC) in conjunction with already commissioned service across SY ICB. These services in particular are to enable additional cohorts including but not limited to aged in patients, those moved into the area and initial 'non-responders' are given the opportunity to have a lung health check undertaken. This service must be delivered in conjunction with existing services within SY ICB to allow for the best use of resources for SY ICB while ensuring equality of all patients included in the programme both previously and currently.

The purpose of including these additional cohorts is to promote health inequalities and demonstrate SY ICB's commitment to deliver upon national guidance to ensure all those eligible are receiving health checks. The provider must be able to fit into and extend the current commissioned services to ensure best use of resources by filling current scanner appointments while ensuring additional cohorts as described above are invited to attend in line with these already established locations and processes.

This notice is an intention to award a contract under the most suitable provider process.

This is a new service to be provided by the existing provider.

The contract will run for approx. 4 years form the date of the award of the contract. Additional information: Please note, the contract has not been awarded as yet as per section V.1.0.1. This notice is an intention to award a contract under the most suitable provider process. As detailed in II.2.4.1 above.

Quality and innovation - 30%<br/>AML already have a mobilisation plan for additional cohorts including but not limited to aged in patients, those moved into area, initial 'non-responders' and initial patients whose risk score is likely to have increased since first invitation.<br/><br/>AML also have access to the patient information needed to enable additional cohorts including previous risk scores and 'non-responder' data insights which will inform their contact strategy for increasing uptake by this group, building on their success of increasing overall uptake. <br/><br/>AML have developed effective working relationships with both primary care and secondary care providers across the SYB TLHC footprint. Established and effective communication processes are in place to support and optimise the TLHC pathway which has been co-produced with stakeholders including AML.<br/><br/>AML have information pertaining to the additional needs of our eligible population including Learning Disability, Serious Mental Illness, Visual Impairment and Hearing Impairment, in order that they can personalise their contact strategy and support the SY ICB ambition to further reduce health inequalities.<br/><br/>AML have established partnerships and arrangements with accessible scanning sites across the SYB TLHC footprint which effectively meet the specific needs of our eligible population.<br/><br/>AML have established partnerships and arrangements with accessible scanning sites across the SYB TLHC footprint which effectively meet the specific needs of our eligible population.<br/><br/>Key criteria 2. Value - Weighting 30%<br/>SY ICB have been out to procurement on three separate occasions and AML have been successful each time based on quality and finance. The most recent procurement exercise for Sheffield, Doncaster and Bassetlaw Additional Cohorts commenced February 2024 and concluded with the Contract Award in August 2024. This contract commenced on August 1st 2024. <br/><br/>SY ICB are looking to specifically commission this service to merge with existing resources to reduce the financial and resourcing impact while enabling us to extend the TLHC programme to all who are eligible on a rolling basis. In turn this will ensure SY ICB are able to resource the most cost effective service as possible while ensuring all patients who are eligible are able to access the service.<br/><br/>Transferring data to a new provider also involves additional risk to patients.<br/><br/>Key criteria 3. Integration, collaboration and service sustainability - Weighting 10%<br/>AML have so far achieved 72% coverage for the SYB programme which is the best in the country currently, with future plans to achieve 100% coverage. It is SY ICB's intention to continue to lead in this area by aiming for 100% which will only be feasible be extending the current provision offered by AML to cover the additional cohorts. Using the current service would improve the sustainability of the new service by allowing operational flexibility, patient flexibility and minimising time and operational costs for the provider to ensure the best value and service for patients.<br/><br/>Key criteria 4. Improving Access, reducing health inequalities and facilitating choice - Weighting 20%<br/><br/>AML have a pre-established process as they also provide TLHC in the areas SY ICB are aiming to target. Access to existing services will be crucial to deliver this activity to the additional cohorts, access to information such as the additional needs of our eligible population including Learning Disability, Serious Mental Illness, Visual Impairment and Hearing Impairment will allow AML and SY ICB to personalise their contact strategy and support the SY ICB ambition to further reduce health inequalities.<br/><br/>Key criteria 5. Social Value - Weighting 10%<br/>AML have selected sites close to the eligible population, tailored to specific PCNs where possible and with good public transport links. This ensures that the patients have good access to the service in an area that suits them based on home or work locations across each Place and Bassetlaw while ensuring changes to national guidance can be adhered to. AML have developed a substantial portfolio of suitable scanning sites (more than 20 to date) to meet the specific needs of our population and based on feedback from local stakeholders who have first hand knowledge of the patient groups they will serve. AML have also sourced alternative sites when required based on data insights and soft intelligence in order to reduce DNAs, increase uptake and enhance patient experience.",
