Summary of the contracting process

Scotland Excel, as a central purchasing body, has completed the procurement process for establishing a Flexible Framework Agreement aimed at the provision of Care Homes for Adults excluding those over 64. This process, governed by the Public Contracts (Scotland) Regulations 2015, was executed using the Open Procedure and covers Adult Care Homes services which are regulated by the Care Inspectorate and must be registered with them. The procurement fits within the "Social work services with accommodation" category and targets multiple locations across Scotland. The agreement was awarded on 23rd September 2025 and is valued at £390 million. The contract, managed from Paisley, will be in force for a maximum of 72 months, emphasizing both continuity and sustainability in the services provided.

This tender offers significant business opportunities for providers of Adult Care Homes services, especially those specializing in mental health, physical and sensory impairments, learning disabilities, and drug and alcohol misuse. With a strong emphasis on quality (90% weightage) over commercial aspects (10%), small to medium enterprises are well-positioned to leverage this agreement, especially those maintaining necessary Care Inspectorate registrations. The flexible nature of the framework allows new providers to join during its term, enabling businesses to expand their service offerings and increase market reach across Scotland. This open-ended nature of the agreement stands as an attractive prospect for entities looking to enter or grow within the healthcare market.
