Summary of the contracting process

Oxfordshire County Council (OCC) is in the planning stage of a procurement process for the shredding and disposal of Persistent Organic Pollutants (POPs) waste, with a focus on domestic seating waste. This falls under the "Refuse and waste related services" category. OCC aims to engage with contractors from February to April 2025 to understand market capabilities, following legislation by the Environment Agency effective from 1st January 2023. The opportunity is expected to be divided into geographical lots covering South Oxfordshire, The Vale of White Horse, West Oxfordshire, Cherwell, and arrangements for the City of Oxford. The council plans to issue formal notices near the end of 2025.

This tender presents numerous opportunities for businesses within the waste management industry, particularly those experienced in processing, shredding, hauling, and incinerating waste materials containing Persistent Organic Pollutants. Companies with robust capabilities in handling specialized waste disposal services, compliance with environmental regulations, and logistical operations across different regions of Oxfordshire will find this procurement especially advantageous. The divided lots approach allows SMEs and larger enterprises to engage based on their specific capacity, potentially fostering growth through public sector partnerships. Interested contractors can participate in the soft market testing to shape future procurement strategies.
