Summary of the contracting process

The NHS North East London Integrated Care Board (NEL ICB) has issued a contract modification notice for the Whipps Cross Women's Health Hub. This modification adds services to the existing contract with Barts Health NHS Trust for acute services at Whipps Cross Hospital. This procurement process falls under the Health Care Services category and specifically under the Provider Selection Regime (PSR) Regulations 2023. The key services include a single point of access for all gynaecology referrals (excluding maternity, 2ww, colposcopy, and hysteroscopy) and the provision of MDT community clinics. The decision to modify was approved on 8th August 2024, with the contract variation to be implemented from 1st November 2024. The contract value has been increased by £595,000 for the duration of 360 days.

This tender offers significant opportunities for businesses specialising in health services, particularly those with expertise in gynaecology and community health provisions. It allows businesses to engage in a high-value project with one of the largest hospital trusts in London, Barts Health NHS Trust. Companies capable of providing comprehensive multi-disciplinary team (MDT) clinics and managing single point access systems for gynaecology referrals will find this contract particularly relevant. Furthermore, participating in this tender could lead to further opportunities within the NHS network as successful delivery could build a strong reputation and necessary credentials required for future healthcare services contracts.

The service went live in August 2024 and the contract is to be varied in November 2024. This is a modification to the contract with Barts Health NHs Trust, which is an annual value of PS1.185 billion.",
"rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The provider of community gynaecology services in Waltham Forest gave notice on their contract in January 2024. They wished to exit on 31st July 2024 and would not extend the notice period. This gave us little time to complete a re-procurement but allowed us an opportunuty to support Whipps Cross to develop themselves into a women's health hub whilst receiving back all the gynaecology referrals that would naturally be referred to them by a GP. We have been working with Whipps Cross to transfer any patients to them from the exiting provider and they have set up their SPA as of 1st August. We have approval from IRG to support them for 12 months to manage patients in a new way through a SPA and community MDT one stop clinics with a view to reducing the volume of patients sent to the gynaecology waiting list who do not need a surgical opinion and allow the gynaecology department to realise efficiencies that enable them to self fund the model after 12 months due to a demonstrable shift in patient management."
