Summary of the contracting process

The Residential Textiles and Linen Services procurement, initiated by the North Western Universities Purchasing Consortium (NWUPC), is structured as a multi-provider Framework Agreement covering soft furnishings within the UK. This process is categorised under goods procurement and includes four specific lots: Residential Textiles and Student and Conferencing Packs, Window Coverings, Fully Managed Linen Hire and Laundry Service, and Laundry Service for member owned Linen. Contracting authority NWUPC, based at Salford Innovation Forum, focuses on facilitating purchases for its member institutions and aims to stimulate economic operator performance until July 2028, with potential extensions to 2029. Currently in the award stage, Lot 3 is pending finalisation, while Lot 4 has not been awarded. Key suppliers active in Lot 1 and Lot 2, such as Gailarde Limited and Custom Group Limited, have begun engagements after signing contracts in February 2026.

This tender presents excellent growth opportunities for small and medium enterprises (SMEs) specialising in textile production and laundry services. Suppliers can cater to diverse demands across educational and conferencing settings, requiring innovative and cost-effective solutions. Businesses well-suited for this tender include those with capabilities in residential textile supply, window coverings installation, and comprehensive linen services. As the procurement follows an open procedure under a framework agreement, SMEs can leverage its national coverage and varied lots to expand their market presence, particularly in sectors like student accommodations and institutional textile management. The tender's emphasis on both quality requirements and competitive pricing ensures that skilled suppliers can differentiate their offerings and secure advantageous positions within this framework.
