Notice Description

The GPA currently procures maintenance (planned and reactive) services to technical security assets in secure spaces (Intruder alarms, CCTV, access control doors etc.) through a contract with Security Services Group (SSG) which expires on 31 March 2025. The GPA now intends to award a short-term contract to SSG to allow for the provision of this business critical service across London sites due to a proportion of the contract relating to closed protocol assets, which can only be maintained by the incumbent supplier. This will allow the GPA to procure a long-term replacement contract via CCS framework RM6257 (Security - Physical, Technical and Support Services) for the London & South region.

This is a voluntary transparency notice that acknowledges the Government Property Agency's (GPA's) intention to contract directly with Security Services Group (SSG) for the delivery of maintenance services for a period of 10 months at a proposed value of PS440,000. The GPA intends to award the contract using the negotiated procedure without prior publication in accordance with Regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015 (PCR) for the reasons provided below. The GPA therefore considers the award of the contract without prior publication of a contract notice to be permitted by Part 2 of the PCR. Competition Absent for Technical Reasons - A number of the security assets under this contract are closed protocol assets that can only be maintained by the Incumbent supplier. The intention would be to replace these assets in the short-medium term to open up competition.
