Summary of the contracting process

Plymouth City Council is in the planning stage of a procurement process for implementing a new Bus Real Time Passenger Information (BRTPI) and Bus Traffic Light Priority (BTLP) system. The procurement activity, classified under the CPV code 72212670 for real-time operating system software development services, is scheduled to begin with a Supplier Engagement Day on 20th March 2025 at the council offices in Plymouth. Interested suppliers must confirm their participation by 17:00 on 13th March 2025 through the Council's Procurement Portal. This early market engagement aims to explore technological solutions, gauge market interest, and refine council requirements. Subsequent formal procurement notices are to be expected from the council, with the potential contract envisaged to be for a term of 7 years, including extensions based on performance.

This tender provides an excellent opportunity for businesses specialising in real-time system software development, traffic control services, and transport services. The engagement day allows suppliers to showcase their products and services, gaining valuable insights into the council's requirements and positioning themselves for the upcoming tender. Small and medium-sized enterprises (SMEs) with innovative technological solutions and the capacity to provide hosted services, secure access, and system integration will find this opportunity particularly advantageous. The Council looks for a provider capable of managing, maintaining, and upgrading existing systems, making it ideal for firms with strong project management capabilities and experience in public transportation systems.
