Summary of the contracting process

East Ayrshire Council is the lead authority for a joint procurement with North Ayrshire Council and South Ayrshire Council. A credible future supplier would need to manage the full service lifecycle: electrical and civil installation, network operation, maintenance, software and billing, tariffs, customer service and eventual handover. The requirement favours organisations able to finance or secure funding for network expansion and provide strong business continuity and delivery assurances. Relevant evidence would include two comparable works projects and two comparable services projects, supported by referees. The delivery team would need EV-specific installation capability, electrical, environmental and project-management qualifications, street-works competence, and recognised certifications such as NICEIC, CSCS or SMSTS. Quality, affordability, community benefits and fair work would also matter.
