        "description": "This Contract Award Notice is issued in accordance with the Procurement Act 2023 to notify the market of the intention to award a contract and to formally commence the standstill period for the provision of on-street parking and loading enforcement services on the Transport for London Road Network (TLRN). Parking and loading enforcement is required on the TLRN to reduce congestion, improve bus reliability, and improve the safety of the network. Key requirements: * Deploy, manage and supervise on street officers to priority locations and network \"hot spots\" to deter and address non-compliance with road traffic and parking regulations and associated legislation; * Undertake on-street civil traffic enforcement in accordance with TfL standards and relevant legislation, including the issue of Penalty Charge Notices (PCNs); * Engage constructively with motorists, businesses and the public to promote compliance and support road safety goals; * Identify and report defects in signs, lines and other traffic management infrastructure on the TLRN; * Provide and maintain, from contract commencement (\"day one\"), the full technology stack required for enforcement - including a Parking Enforcement Application (PE App), back-office systems and handheld devices - integrated with TfL's systems via open APIs; * Contribute to TfL's statutory traffic management duty and the aims of the Mayor's Transport Strategy by reducing congestion, improving bus reliability and enhancing network safety. 2. Scope S1 On street patrols & civil traffic enforcement: Coverage across the entire TLRN at times and frequencies directed by TfL, issuance of PCNs in line with legislative and TfL policy requirements. S2 Fault reporting: Real time logging of any missing, damaged or illegible red route road markings, signs or posts into TfL's asset management portal. S3 Enforcement technology: Supplier hosted enforcement application certified to UK G Cloud cyber security baseline, plus ruggedised handhelds with live data connectivity and ANPR/photo capture. S4 Data & performance reporting: Annual, periodic, weekly and daily reporting packs, daily data exports, and dashboards. 3. The process includes multiple stages of evaluation, clarification, and refinement of award criteria to ensure compliance, value for money, and alignment with TfL's objectives. Note: All dates are indicative. The process begins with the publication of a Tender Notice on 21 July 2025, inviting Expressions of Interest (EOIs). Suppliers responding via SAP ARIBA will receive the full Preliminary Selection Questionnaire (PSQ) and Draft Invitation to Tender (ITT) Pack, including the Specification, Evaluation Criteria, Contract Terms, and Schedules. The deadline for EOI enquiries will be 4 August 2025, and the deadline for the PSQ will be 15 August 2025. The PSQ evaluation will be conducted from 18 to 25 August 2025, based on pass/fail criteria. This includes consensus meetings for each section and any required assurance checks. Tender Round 1 will be issued on 29 August 2025, with a 4-week return period ending on 26 September 2025. Technical and Commercial evaluations (including Safety, Health and Environment (SHE)) will take place between 29 September and 7 October, followed by consensus meetings from 8 to 15 October 2025. Bidder presentations and clarifications for Round 1 will be held between 16 and 21 October, with legal and commercial leads on standby. Based on this input, the ITT documents will be updated and assured. Tender Round 2 will be issued on 22 October 2025, closing on 31 October 2025. Evaluations will be conducted between 3 and 11 November, followed by presentations and clarifications from 12 to 18 November 2025. A third ITT may be issued, primarily for commercial/financial final offers (BAFO), on 19 November, returning by 27 November 2025. Final evaluation and consensus will be completed by 4 December 2025, followed by the production of the Contract Award Recommendation between 5 and 17 December 2025, including assurance reviews and preparation of Standstill letters. The Standstill Period will begin on 19 December 2025, followed by the issue of a Contract Award Notice. Given the Christmas holiday period, the contract is expected to be executed by 6 February 2026. A two-month mobilisation period will follow, ending 8 April 2026. To comply with the Procurement Act 2023, a Contract Detail Notice will be published by 4 March 2026, and a redacted version of the contract by 6 March 2026. TfL reserves the right to negotiate aspects of the procurement in accordance with the Competitive Flexible Procedure under the Procurement Act 2023.
