"description": "This is a Provider Selection Regime (PSR) Intention to Award Notice under Direct Award Process C. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or Procurement Regulations 2024 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be submitted to the relevant authority via email to robert.kitt1@nhs.net (Reference no. C231748) by midnight (23:59) on 17/03/25. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Decision maker: Deputy Chief Delivery and Strategy Officer, and Director of Strategic Commissioning, NHS Sussex ICB. No conflicts of interest were declared. The service evaluation was reviewed against the 5 key criteria: * Quality & Innovation * Value * Integration, collaboration & service sustainability * Improving access, reducing health inequalities and facilitating choice * Social value These were then weighted as follows: Quality and innovation (30%), Value (10%), Integration, collaboration and service sustainability (30%), Improving access, reducing health inequalities and facilitating choice (20%); Social Value (10%). In determining the weightings for each of the criteria, our primary focus was on ensuring that the evaluation process reflects the key priorities and objectives of the service. Quality & Innovation: Quality and innovation are fundamental to ensuring a high standard of care and continuous improvement within the service. This weighting reflects the importance of maintaining clinical excellence and fostering innovative approaches to improve patient outcomes and experience. It aligns with the need for the service to adapt to changing healthcare demands and deliver value-added improvements. Value: While value is critical in ensuring the service is cost-effective and delivers outcomes within budget, it is less heavily weighted because other criteria, such as quality, integration, and access, play a more direct role in delivering patient-centred care. This weighting reflects the need to achieve financial sustainability while prioritising other key aspects of the service. Integration, Collaboration, and Service Sustainability: Integration is essential for creating seamless care pathways and ensuring collaborative working across services. This criterion is heavily weighted because the service must work effectively within the broader health and care system to ensure sustainability and optimal service delivery. Effective integration also supports enhanced patient records and system-wide collaboration, which are vital for long-term success. Improving Access, Reducing Health Inequalities, and Facilitating Choice: This criterion acknowledges the importance of equitable access to services and the need to address health inequalities. A higher weighting reflects the service's role in reaching underserved populations, promoting inclusivity, and ensuring that patients have meaningful choices about their care. Improving access also directly supports the delivery of integrated and patient-focused care. Social Value: Social value is important for ensuring that the service positively impacts the community and contributes to broader societal goals. While this is a key consideration, it is assigned a minimum weighting because other criteria, such as quality, access, and integration, have a more direct impact on patient outcomes. The existing provider was assessed against key criteria which were weighted according to importance in terms of service delivery and scored satisfactorily against the assessed criteria.",
