Summary of the contracting process

Essex County Council is in the planning stage of procuring a co-design and co-delivery partner for a residential rehabilitation service, titled "Residential Rehabilitation Unit Development." This initiative focuses on health and social work services within Essex, United Kingdom, catering especially to complex needs related to drug and alcohol interventions. The project aims to address the current lack of residential treatment services in the region by establishing a unit with 20-30 beds and offering integrated therapeutic programmes. Key upcoming date for interested suppliers is a deadline on 23 July 2025 to engage in market discussions and site visits. The tender process aligns with a "light touch" procurement regime and falls above the threshold, aiming for a service scope to include a national provision with local allocations.

This contract provides significant growth opportunities for businesses experienced in delivering drug and alcohol residential services, particularly those with experience in complex needs and medically supervised detox. The procurement process invites participation from SMEs and VCSEs, making it ideal for entities managing both publicly and privately funded clients. Suitable partners should have a minimum of five years’ experience and involvement with CQC registered units, catering to clients with complex requirements. By engaging with Essex County Council by 31 March 2025, businesses can express interest, thus potentially expanding their operational landscape and client base within and beyond Essex.

Notice Title

Residential Rehabilitation Unit Development

Notice Description

We are undertaking a procurement process with the intention of seeking a co-design and co-delivery partner for a residential rehabilitation service in Essex. Currently across Essex and the wider Eastern Region, there are no residential treatment services to which community services can refer. Individuals requiring these interventions are referred to providers across the country presenting issues in relation to complex needs. We are seeking a provider to deliver an integrated/eclectic model of delivery, with a combination or shorter term lower intensity programmes and longer term more intensive therapeutic interventions. We are looking to develop a unit with approximately 20-30 beds as well as providing medically assisted detox on site. The service will be a national provision but will allocate a proportion of beds from the facility to the County Council area of Essex (or subsequent Local Authority arrangements post Devolution/LGR). Following initial market engagement conversations we would like to invite providers to a follow up market engagement discussion and site visit of a potential property for re-development. If you are interested in this opportunity, please contact Emma.Tulip-Betts@essex.gov.uk by 23/07/2025.
