    Initial Preliminary Market Engagement Notice Transport for London (TfL) is issuing a secondary preliminary market engagement notice following an initial notice issued on the 7th March 2025 titled FM Minor and Renewals Works and Services Framework, under Find a Tender reference 2025/S 000-008346. The initial notice was used to inform the market about the ability for suppliers to participate in market feedback, in relation to the supply of Minor and Renewal Works and Services across a range of Facilities Management activities for several different TfL business units, by issuing a Market Sounding Questionnaire (MSQ). TfL have reviewed the responses to the MSQ and are in the process of creating the project strategy and tender documents for this procurement. Suppliers feedback has helped TfL to better understand the market, supplier appetite, capacity, and capability, as well as perceived risks and opportunities of this procurement. The engagement has also helped to develop the lotting strategy for the framework. The framework will consist of 10 lots across six different disciplines and multiple business units, with call offs being between 0-£350K in value. Meet the Buyer Event This second preliminary market engagement notice is being used to inform the market that TfL will be holding an in person Meet the Buyer Event at one of our Head Office buildings in July. The main purpose of the event is to inform the market of the procurement process. The event is not being used to gather additional feedback from the market. The agenda for the event is still being finalised but will cover the following; • Information on the procurement opportunity, timelines, and process • Information on the different types and values of services and works to be called off during the duration of the framework • Information on the intended call of procedures There will be several TfL stakeholders in attendance who will present to suppliers and provide further detail on the different business units and the services that will be procured through the framework. The event will last between 1.5 - 2 hours. Due to capacity levels TfL will only allow one representative per company to attend. Framework Overview The purpose of the framework is to support existing FM contracts within TfL, by allowing minor and renewals services and works to be competed through the framework, ensuring value for money for TfL. The framework will be an open framework which will be reopened to competition during the life of the framework. TfL will be procuring the framework by utilising the Open Procedure under the Procurement Act 23. Please note TfL reserve the right to change our procurement approach. The framework will cover the following disciplines; • Mechanical • Electrical • Premises/Building Fabric • Fire • Drainage • Communication Assets These disciplines will be across the following TfL business units; Rail (including but not limited to) • London Underground • RFLI (Plumstead Depot and Royal Oak Portal) • London Overground TfL (non-Rail) • TfL Head Office sites • Victoria Coach Station • River Piers • London Transport Museum • Places for London • London Trams Please note that the above list is indicative and may change prior to the issue of a tender notice.
