Summary of the contracting process

Kirklees Council procured a cloud-based compliance management and assets database system, known as COMMANDS, combining software and IT support services. The system is intended to manage corporate assets, schedule and programme work, support health and safety management, control stores, track repairs, manage costs and improve the customer journey. It is a single-access system supporting the transformation of the Council’s corporate services and operational delivery. The work is delivered for Kirklees in West Yorkshire. The requirement covers both software and associated services, including implementation, system access, training, support and contract management. The Council is a sub-central public authority, and the procurement was suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

The procurement is complete and was awarded to Concerto Support Services Limited. The award date was 30 April 2026, at £994,500 excluding VAT (£1,193,400 including VAT). The contract was signed on 30 June 2026 and runs from 30 June 2026 to 31 March 2032, with options for two further 24-month extensions up to 31 March 2036. It used an open competitive flexible procedure, with tender submissions due by 3 November 2025 and the award decision due by 5 January 2026. Evaluation weighted quality at 70% and price at 30%: application system requirements 25%, departmental functionality 35%, and access, implementation, training, support and contract management 10%. Five bids were received, with three reaching the final stage.

This award demonstrates demand from Kirklees for an integrated facilities, compliance and asset management platform rather than a standalone software licence. A credible future competitor would need to show a cloud system capable of managing corporate assets, repairs, work scheduling, costs, stores and health and safety in one environment. Evidence of strong application functionality and the ability to configure the system around different Council departments would be important. Suppliers should also be able to manage implementation, user access, training, ongoing support and the contract relationship, with clear service performance around system availability, fault resolution and complaints handling. The competition attracted five bids and included smaller enterprises among the final-stage bidders, indicating that specialist technology and service firms can compete where they can demonstrate the required capability.
