Summary of the contracting process

Westminster City Council has announced a procurement process for the extension of a homecare services contract titled "Homecare Services Extension - VCP contract including Verilife (WCC) South". This falls under the Social Work Services industry category without accommodation. The services will be provided in Westminster, London (Region UKI32). The procurement stage is at the amendment stage of an existing contract due to Regulation 72.1.b of the Public Contracts Regulations 2015. This modification extends the contract duration from 1st December 2024 to 30th April 2025. Key stage dates include the signing of the contract on 30th November 2024 and the contract period lasting 150 days from the date of signing. The council is using the negotiated procedure without prior publication due to technical and economic reasons.

The extension of this contract presents an opportunity for businesses specialising in homecare services to engage in a high-value project within Westminster. Such companies can leverage existing partnerships or explore collaborations to support the service delivery needs under this extended contract. As the current supplier, Vincentian Care Plus is involved and smaller businesses delivering homecare services might seek subcontracting opportunities with larger suppliers active in this contract. This contract extension is crucial, ensuring continuous care and avoiding disruptions to vulnerable service users, making it suitable for well-established homecare providers with specialised capabilities in the social care industry.

The modification will extend the contract for the Provision of Homecare Services for Westminster from 01.12.2024 to 30.04.2025, 5 months. The contracting authority is relying on Regulation 72.1. b. due to economic and technical reasons connected with the exclusive rights and that a change of contractor would cause significant inconvenience or substantial duplication of costs for the contracting authority. vii.2.2 This modification is necessary as additional time is required to conclude the current competitive tender process and award of the new contracts, and then to mobilise the new service safely. The current contracts are due to expire on 30th November 2024 so services beyond that date are not included in the current contract and the tender of services will not have been concluded prior to the contract expiry. There is a continued need for the services to satisfy the Council's duties under the Care Act 2014 so they are 'necessary'.",
"rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: continued from vii.2.1: A change in contractor cannot be made for technical reasons at this stage as it would be very disruptive to vulnerable services users; there would be insufficient time to carry out care assessments and there would be significant TUPE complications. A change of contractor would cause significant inconvenience or substantial duplication of costs for the contracting authority. It would be a significant administrative task to move the care packages over to new contracts in a short period of time including closing and reissuing purchase orders, as well as the commitment of social worker time that would be required to undertake each of these changes. The increase in price does not exceed 50% of the value of the original contract."
