Summary of the contracting process

The Foreign, Commonwealth and Development Office procured an open framework for event management and related services supporting the British High Commission in New Delhi and British Deputy High Commissions across India. The requirement covers events planning, management and delivery, including audio-visual equipment, service design, integration and print production; video production and photography; influencer marketing; marketing research and public relations; and catering. Events may take place across India, including New Delhi, Kolkata, Chennai, Mumbai, Chandigarh, Hyderabad, Ahmedabad, Bengaluru, Pune, Goa and Tier-2 or Tier-3 cities. The services support government events promoting the UK for education, tourism and business, delivered with industry associations, public bodies, NGOs, diplomatic missions, companies and other partner organisations.

The procurement has been awarded through an open procedure and uses an open framework with competition both with and without reopening competition. Lot 1, events management, was awarded on 10 August 2026 to seven suppliers for £875,000, with a contract period from 1 September 2026 to 31 August 2029 and an extension option to 31 August 2031. Lot 2, video and photography, was awarded to seven suppliers for £875,000 on the same dates. Lot 3, influencer marketing, was awarded to three suppliers for £875,000 on the same dates. Lot 4, marketing research and public relations, was awarded to two suppliers for £875,000, with an extension option stated to 31 August 2031. Each lot was evaluated 70% on technical and social value and 30% on commercial factors. Bidders had to be legally registered and compliant in India.

This procurement shows sustained demand from the UK government network in India for suppliers able to deliver complex, multi-city events and communications programmes. Relevant businesses include Indian-registered event agencies, production companies, photographers, public relations and market research consultancies, influencer marketing specialists, caterers, and firms providing audio-visual equipment, print production and integrated event delivery. Credible suppliers need the operational capacity to work across major cities and smaller Tier-2 and Tier-3 locations, coordinate with diplomatic premises and partner organisations, and deliver consistently for government-facing events. The outcome also demonstrates that small and medium-sized enterprises can compete across specialist lots. Strong technical proposals, demonstrable social value and competitive commercial pricing are important, with legal, tax, labour and other regulatory compliance required for operation in India.

Notice Description

The British High Commission in India brings together numerous UK Government departments including the Foreign Commonwealth and Development Office (FCDO) and the UK Department for Business and Trade (DBT). The British High Commission in New Delhi covers consular services for Northern India. The British High Commission, New Delhi has British Deputy High Commissions, at Kolkata, Chennai, Mumbai, Chandigarh, Hyderabad, Ahmedabad and Bengaluru. It also has a trade office in Pune and the British National Assistance office in Goa. The BHC's departments organize and participate in a large number of events to raise awareness about the UK as a destination for education, tourism and to do business with. Some of these events are organised independently however, we do work in partnership with industry associations (e.g. National Association of Software and Service Companies (NASSCOM), The Confederation of Indian Industry (CII), Global International Entrepreneurs Organization (TiE), Federation of Indian Chambers of Commerce & Industry (FICCI) and Federation of Indian Export Organisations (FIEO), Government of India/State Governments (and respective ministries), NGOs, other diplomatic missions, private companies and Institutions. The events that the BHC organizes are not restricted to cities where the BHC/ BDHC has offices but also Tier-2/Tier-3 cities where BHC does not have a physical office. BHC hosts many of its events at the diplomatic residences of the BHC/DHC senior staff as well as partner organisations like British Council and UK India Business Council. FCDO in India anticipates that the initial framework agreement for Lot 1 to 4 will operate for a period of 36 months, commencing on 1st September 2026. In accordance with the provisions for open frameworks under the Procurement Act 2023, the Authority reserves the right to re-open the framework in the third year and may award a subsequent framework agreement on substantially the same terms for a further period of up to 24 months. In the framework suppliers will be empanelled for the following Four (4) Lots: Lot 1: Events Planning, Management and Delivery, including Audio Visuals (AV) Equipment, Services Design and Integration, Print Production Lot 2: Video Production and Photography Services Lot 3: Public Relations and Market research Lot 4: Influencer Marketing Suppliers/Bidders for this tender should be legally registered in India with relevant trade and government bodies to operate in India. Registered businesses should be compliant with various laws and regulations, including taxations, labour laws and other relevant laws/acts
