Summary of the contracting process

On 4th August 2025, NHS England announced the successful completion of the awarding stage for the COVID-19 Vaccination Programme Site Selection Process, targeting the South East of England. This procurement falls under the health services category, with NHS England as the buying organisation, based in London. The services, scheduled to begin on 1st October 2025, are divided into 17 lots with contracts initially spanning 6 months and the possibility of extension up to 12 additional months. The contracts aim to improve vaccination uptake among underserved groups by enhancing accessibility and trust in healthcare services. The procurement method utilised is an open procedure, adhering to the Provider Selection Regime regulations, distinct from the standard Public Contracts Regulations 2015. Contractors signed their agreements on 15th and 17th July 2025.

The tender offers significant business growth opportunities, particularly for businesses within the healthcare sector that specialise in community outreach and services aiming to reduce health inequalities. Collaborative, innovative healthcare providers with a focus on social value and improving access will find this tender well-suited to their capabilities. The contract's division into multiple lots—each necessitating tailored solutions for specific localities such as Oxford East, Reading, and Brighton—encourages small to medium enterprises and large healthcare organisations alike to engage with NHS strategies, forming robust partnerships that address the nuanced needs of diverse population groups across the region. This initiative presents a competitive landscape ripe for strategic investment in community health services.

Notice Title

COVID-19 Vaccination Programme Site Selection Process (Outreach Services) to the South East

Notice Description

NHS England South East (the Commissioner) sought to commission Providers who had the capability and capacity to deliver Community COVID-19 vaccination services. The Commissioner had identified a need for further provision of COVID-19 vaccinations and aimed to secure additional Outreach Services. The core aim of each Lot was to reduce the gap in vaccination uptake by eligible individuals and cohorts within population groups who experienced health inequalities, and to link population groups and areas of need to preventative healthcare and support. This took place in two main ways: * By removing barriers and increasing access to vaccinations for those populations who could not or struggled to access core services, and * By building confidence in vaccinations and wider health services among individuals and groups who might not typically have taken up vaccinations or engaged with health services through standard approaches. The commissioned services were intended to embody the ambitions of the National Vaccination Strategy, 'Shaping the future delivery of NHS vaccination services', published in December 2023. The initial contract term of each Lot is 6 months, with the option to extend for up to a further 12 months. Services were scheduled to commence from 1st October 2025.
