Summary of the contracting process

Ashford & St Peter's Hospitals NHS Foundation Trust has completed the procurement for the provision of a short-term CT Imaging and Reporting service. The contract, identified as CAS599, falls under the medical imaging services category and covers the UK region, specifically in UKJ. This urgent award process was necessitated due to delays in operationalising a relocated CT scanner, with the initial period set for up to 4 weeks, extendable to a total of 10 weeks. The tender process was limited, due to extreme urgency, bypassing the competitive call for competition. Key dates include the contract award on 10th February 2025, with Prime Health Ltd selected as the service provider. The contract value is £11,300.

This tender creates significant opportunities for businesses specialising in medical imaging services, particularly those capable of providing rapid and reliable CT scanning solutions. Prime Health Ltd, a large-scale provider based in West Sussex, exemplifies the type of business well-suited to such urgent and specialised needs. Businesses with the ability to respond quickly to emerging healthcare requirements and possess the necessary technical expertise could find similar opportunities for growth in such emergency procurement circumstances, especially within the healthcare sector.

Notice Description

Ashford & St Peters Hospitals NHSFT require a short term contract for the provision of CT scans and reports. Anticipated to be no longer than 4 weeks but with option to extend a further 6 weeks, up to a total of 10 weeks. It has been assessed that this award is appropriate for the Urgent Award Process because there is a large (and increasing) backlog of patients requiring CT scans.

Options: The contract is expected to be no longer than 4 weeks but with option to extend a further 6 weeks, up to a total of 10 weeks.

Procurement Information

The Trust are in need of immediate assistance with CT (chest, abdo, pelvis with contrast). A CT scanner has been moved from the Ashford Hospital location to the Woking Community Hospital location; downtime was expected to be minimal but has been delayed due to unexpected additional work required to the buildings. There is no option to insource staff because the scanner is down, therefore, we must utilise external capacity which is accessible to local patients. The delay to getting the CT scanner live again after the site move was not expected. A competitive procurement would likely take a minimum of three months which is too long a timeframe. The scanner which is out of action had a typical throughput of 80-100 scans per week, this is a significant volume of scans and patient harm is anticipated if this capacity is not maintained. This direct award has been made following the Urgent Award process of the Provider Selection Regime 2023.
