Summary of the contracting process

Westminster City Council has concluded the public procurement process for providing Care and Support Services at Carlton Dene Extra Care Housing. The project is located in London, under the management of Westminster City Council, with the aim to deliver a range of social work and related services. The procurement concluded with the award to Chosen Care Group Ltd, a small to medium-sized enterprise. This award is valued at a contract gross amount of £20,862,349.85. The process was conducted using an open procedure, classified under a light-touch regime, and throughout, bidders competed in a single lot. The service is scheduled to commence on 1st May 2026, following the handover of Carlton Dene in March 2026, and the contract may extend up to three additional years post its initial period ending in April 2033.

This tender offers significant business opportunities, particularly for SMEs involved in providing personalised care solutions with a focus on innovation and integration within the community. The requirement for a CQC Registered Manager to coordinate services indicates opportunities in the management of healthcare services, staffing, and support functions suitable for entities specialising in social care service provision. The emphasis on digital inclusion and integrated services suggests further opportunities for businesses offering technology solutions in health and social care domains. By participating, organisations can leverage the project scope to foster community engagement and local employment, enhancing their service delivery portfolio and community footprint.
