Summary of the contracting process

Your Housing Group procured an integrated housing and asset management system to replace separate housing, asset management and customer relationship management software under its Your Systems Programme. The requirement is for a modern, cloud-based software platform bringing these functions together, with responsive browser access for staff working on housing schemes, in offices or remotely. It also includes customer, resident and tenant self-service facilities. The system is expected to support digital-first working, secure access, integration with third-party systems and high standards of penetration testing and cloud security. The buyer is Your Housing Group, based in Warrington, with the solution supporting its housing and asset-management operations. The procurement is classified as software packages and information systems.

The procurement is complete and awarded. Your Housing Group used an open competitive flexible procedure with multiple stages: questionnaire, dialogue, tenders, system demonstrations and preferred-tenderer discussions. One lot was evaluated on system requirements (50%), price (30%) and method statements (20%). Infinity Group Limited was awarded the contract on 30 March 2026 for £10,979,958.28 gross (£9,149,965.23 net). The contract was signed on 29 April 2026 and runs from 29 April 2026 to 28 April 2031, with extensions potentially taking it to 28 April 2041. The estimated contract value was £20,000,000 gross (£16,666,667 net). The contract includes optional additional modules, training and data transfer, and renewal provisions.

This procurement indicates demand for suppliers able to deliver a single integrated housing and asset-management platform rather than isolated applications. A credible competitor would need proven software for housing management, asset management and CRM, together with strong cloud delivery, responsive browser access and customer self-service. Evidence of secure design, penetration testing, data protection, cloud security compliance and robust access controls would be important. Capability in data migration, third-party interfaces and integrations, implementation planning, knowledge transfer, support and user training would also be relevant. The buyer required legal, financial and technical capacity, three customer references and a conflicts-of-interest declaration. The lot was identified as suitable for SMEs; the selected supplier was an SME, showing that delivery at this scale is not limited to the largest technology providers.

Notice Title

PRO0919 Integrated Housing and Asset Management System

Notice Description

Your Housing Group Limited invited suitably qualified and experienced suppliers to participate in a procurement in relation to a contract to provide an Integrated Housing and Asset Management System (software). This was to replace YHG's existing separate software and/or systems for housing and asset management as well as customer relationship management (CRM) under YHG's internal "Your Systems Programme". YHG undertook this procurement under the Competitive Flexible Procedure in accordance with Section 20(2)(b) of the Procurement Act 2023 (the Act) and as further detailed in documentation provided. This is a multi-stage tendering procedure. The aim for this contract is to efficiently consolidate and integrate solutions onto a modern cloud-based platform to leverage efficiencies and increase customer satisfaction. Responsive browser presentation will be expected to free staff to be more mobile and work more flexibly wherever required, on schemes, within offices or accessing systems securely from home. One other key goal is to provide excellent self-service facilities for customers, residents and tenants whenever needed or desired. A digital first and cloud methodology is being pursued across YHG. This makes the most of ICT investment, while potentially enabling staff to have access to solutions and applications, wherever they have connectivity. Cloud delivered applications proposed will be expected to enforce high standards of penetration testing and compliance, as well as adherence to cloud security principles. YHG sought principally one supplier and one system that would replace multiple other systems, however appreciate that this may include the use of additional third parties or sub-contractors to provide aspects of the system.
