Summary of the contracting process

Transport for London (TfL), operating from 5 Endeavour Square, London, is currently in the tender stage for a substantial procurement project titled "S-Stock Passenger Seat Upgrade." This initiative is part of the public undertaking and focuses on the design, manufacture, and supply of approximately 61,140 seats for the S-Stock trains on the London Underground, serving key lines such as the Metropolitan, District, Hammersmith and City, and Circle Lines. The procurement process utilizes a selective method termed "Competitive flexible procedure," and involves multiple stages including Conditions of Participation, Initial Tenders, Negotiation, and Best and Final Offer. Interested suppliers need to express their interest by both email and registration on TfL's SAP Ariba system by 22nd June 2026. The project, valued at £7.2 million gross, is scheduled for award by 5th March 2027, with a contract period starting from 26th March 2027 to 25th March 2030, extendable by 24 months if necessary.

This tender presents numerous business expansion opportunities, particularly for companies specialising in transport equipment, seating solutions, and reconditioning services. With a focus on high-quality technical solutions, project management, commercial viability, and social value, the competition is ideally suited for firms capable of meeting these criteria. Small and medium enterprises (SMEs) are encouraged to participate, as the procurement process is open to entities providing innovative seat design and manufacturing expertise. The project's scale and the London location provide an attractive setting for businesses looking to solidify their foothold in the UK’s transport sector, promising significant future engagement with TfL.
