Summary of the contracting process

Westminster City Council has completed the procurement process for the "Healthworks Enables" project, focusing on community health services, particularly aimed at the diverse communities in the Royal Borough of Kensington and Chelsea. The procurement falls under the services category, facilitated using a direct award method under the Health Care Services (Provider Selection Regime) Regulations 2023, exempt from the Procurement Act 2023 and the Public Contracts Regulations 2015. This contract, awarded to The Dalgarno Trust, was signed on 4th April 2025, with the service delivery starting on 1st May 2025. It covers two years and five months, with an option for a one-year extension, totalling £495,416.67 in value.

This contract offers significant opportunities for businesses involved in community health services, particularly those with expertise in preventive healthcare, enhancing physical activity, and dietary improvements. Such businesses that focus on integrating community-based health solutions could thrive in this competitive market. The direct award process suggests an environment favourable to organisations that can deliver consistent quality and have a proven track record, making it an excellent opportunity for SMEs with experience in tailored health services delivery.
