Summary of the contracting process

Leeds City Council has awarded a contract for the Leeds Stop Smoking Service, a community-based programme aimed at supporting individuals at risk of or living with common mental health illnesses and long-term physical health conditions. The contract, which falls under the industry category of health and social work services, has been structured as a Provider Selection Regime (PSR) and is exempt from the Public Contracts Regulations 2015. The service prioritises engagement in Leeds, particularly in areas where smoking rates are above the city average. The procurement process reached the award stage, with noteworthy updates made as of 3rd December 2025. An amendment involved increasing the contract value by £75,000, effective from 1st December 2025 to 31st March 2026, due to additional service needs, bringing the total contract value to £540,948.52.

This tender presents substantial opportunities for businesses in the health and social care sector, particularly those proficient in public health initiatives and community services. SMEs such as Inspire North 2024 Limited would find it suitable to compete, given the specialised nature of the service and the focus required on mental and physical health conditions tied to smoking cessation efforts. Businesses adept in providing integrated service delivery models and capable of addressing health disparities within urban settings may thrive, leveraging this contract to bolster their presence in regional community health programmes. With the option to extend the contract subject to funding, this opportunity promises long-term engagement and sustainable impact in Leeds' health care landscape.
