Notice Description

Following the issue of the below Prior Information Notice (PIN), Defence Equipment and Support (DES) Salvage and Marine Operations (SALMO) Delivery Team (DT) would like to thank all companies who expressed an interest in supplying the intended procurement of equipment and support as described. * PIN 1 S&MOCB/9005 - Procurement of a Traction Winch on 9 January 2025 DE&S - SALMO DT have developed and further refined the requirements for the salvage winch since the release of the previous PIN. Therefore, the Authority is publishing a Preliminary Market Engagement (PMEN) to advise Industry of the new requirements to procure a deep-sea salvage winch system, in order to carry out its core salvage activities. The intended procurement is for one stand-alone winch system, with the following requirements: Capable of a Sea Weight Lift of 10t, with an objective of 15t to 6000m Spooling system Active heave compensation Digital tension gauge Power source suitable for 440V and 690V The winch drum capable of holding 6,300m of synthetic (HMPE/UHMWPE) rope The winch must be able to fit on a 20-foot ISO skid The winch system is to be readily deployable via road transportation and air freight. The winch system is to be procured via a UK prime contractor. The winch can be manufactured in a Five Eyes nation. The proposed procurement will require in-service support as well as the ability to procure more/new equipment at the direction of the Authority. The Authority is currently developing the support requirements. Support must be provided via a UK prime contractor. The proposed requirements may change, subject to further refinement.

This notice serves to inform Industry of the Authority's intention to conduct market engagement in the form of holding a virtual industry day via Microsoft Team for this requirement. A market interest day will be held on 23 May 2025. This will consist of an overview of the requirement and contracting approach, including an indicative procurement timeline; and a one-to-one session with the Authority to ask questions. Please note, the dates stated above may be subject to change. The aim of the virtual event is to: a) determine if there is an established market that can meet the Authority's requirements and enable a successful competition to be run; b) provide suppliers with an overview of the requirement, e.g. equipment specifications that needs to be supported/bought; c) gain suppliers' opinions on the requirement and proposed contracting approach; and d) provide suppliers the mechanism to suggest alternative ways of meeting the overarching requirement.
