Summary of the contracting process

Dorset Council has initiated an open tender process for the management of Household Recycling Centres, Waste Transfer Stations, and associated services. This procurement is focused on refuse and waste-related services within the UKK25 region in the United Kingdom. Currently, at the tender stage, Dorset Council seeks a single supplier to manage operational elements beginning 28 August 2026. The initial contract term is set for eight years, with potential for four additional one-year extensions, making the total possible contract duration 12 years. The total estimated contract value is approximately £130 million, with an amount gross value of £156 million. Interested parties must submit tender responses by 14:00 on 18 December 2025, using Dorset Council's e-tendering portal, ProContract, for all submissions and clarifications. A preliminary market engagement took place earlier in April 2025, with a call for feedback concluding in May 2025, which has informed the current proceedings.

This tender offers significant opportunities for businesses in waste management to secure long-term service delivery with one of the UK’s regional councils. Companies with expertise in operational efficiency in waste management, recyclate marketing, and logistics are well-suited to compete for this tender. With an initial budget of £7.36 million for 2025/26, and possible contractual extensions up to 12 years, the contract allows for scalability and sustainable growth. Additionally, Dorset Council's procurement approach does not divide the requirement into lots, offering the entirety of this substantial service management role to a single supplier, which can be particularly attractive for companies capable of comprehensive service delivery in waste management solutions.
