The operational service delivery elements will commence on 28 August 2026. The scope includes: * Operation of the ten Household Recycling Centres (HRC) -including all associated onward haulage. * Operation of the three Waste Transfer Stations (WTS) - including all associated onward haulage and recyclate marketing of recyclate. * Operation of one Recyclate Transfer Stations (RTS) - including all associated onward haulage and marketing of recyclate. * Haulage from one Authority operated Waste Transfer Station. *Treatment of HRC residual waste and certain recyclates. * Skip / bank services. The Contract will be for an initial 8 years, with four optional 12-month extension periods (1+1+1=1), subject to satisfactory performance and funding, giving a potential total contract period of 12 years.

Options: The contracting authority reserves the right to extend or renew the term of the contract as stated above. The contracting authority reserves the right to additional goods, services, or works while the contract is valid. The Contracting Authority reserves the right to modify this contract during its term in accordance with Section 74(1)(a) and Paragraph 1 of Schedule 8 of the Procurement Act 2023. These modifications may include: * Adjustments to service volumes, or delivery locations within Dorset where they are necessary to respond to changes in funding, policy or service demand. * Changes to funding levels, including application of grant funding or budget reductions. * Further extensions (both for time and value), subject to performance and funding availability alongside governance approvals which might be necessary to respond to changes in funding, policy, or service demand. * Extension of the contract term beyond the 10 per cent provided in Section 74(3)a * Inclusion of additional waste management needs, provided they fall within the broad scope of the original specification Any modification made under this clause will be documented and, where required, published. The contracting authority also reserves the right to carry out a subsequent procurement of similar goods, services or works in reliance on the direct award justification in paragraph 8 of Schedule 5 to the Procurement Act 2023.

Dorset Council is undertaking preliminary market engagement, with the aim of requesting feedback from the waste management industry, about aspects of the Council’s waste procurement strategy for Household Recycling Centres, Waste Transfer Stations and associated services. The Council wishes to seek feedback from the industry in the following specific areas, but would welcome any additional comments also: • Deliverability of this procurement exercise • Services to be included • Contract length • Terms and conditions The process will involve relevant companies and organisations responding to the market engagement questions provided on the Council’s e-tendering portal Supplying the South West Portal - https://procontract.due-north.com/Advert?advertId=c1b2defc-bc16-f011-8136-005056b64545&p=696a9836-1895-e511-8105-000c29c9ba21 The deadline for responses is 12 noon on 2nd May 2025, (late submissions will not be accepted). Any clarification questions should be submitted via Supplying the South West Portal no later than 12 noon on 23rd April 2025. It is not a requirement that all sections are completed by all respondents. Where Dorset Council think further clarification would assist them in informing this process, one-to-one meetings may be necessary with interested organisations who complete and return the questionnaire. Please be aware that no information submitted will be treated as confidential and may be disclosed to ensure a level playing field for all participants in any procurement process that may follow. Additionally, the council will only sign Non-Disclosure Agreements (NDAs) using its standard terms and conditions if subsequently requested.
