Summary of the contracting process

The West Yorkshire Combined Authority is preparing to commission the Independent Sexual Violence Adviser (ISVA) Service and Independent Stalking Advocacy Caseworker (ISAC) Service, aimed at providing support to victims of sexual violence and stalking. This procurement process, currently in the planning stage, falls under the category of health and social work services and is a significant opportunity for service providers in Leeds, United Kingdom. The potential contract is planned for commencement on 1st October 2025 and will run until 30th September 2028, with possible extensions. A Market Engagement Event was held online on 16th April 2025 to assess market interest and outline the commissioning strategy, with future notices expected to be published on 13th May 2025 and tender submissions closing on 6th June 2025.

This tender presents substantial opportunities for business growth, particularly for organisations experienced in counselling and advocacy services, with the gross contract value reaching up to £6.96 million. It is highly suitable for voluntary, community, and social enterprises (VCSE), given the contract's emphasis on supporting individuals through the criminal justice process. Organisations that specialise in providing confidential advice and liaising with law enforcement on behalf of victims are encouraged to compete, as they can leverage their expertise to influence service commissioning effectively and expand their impact in the region. Businesses that align well with these requirements can significantly enhance their portfolio and underscore their commitment to community service.
