Summary of the contracting process

West Yorkshire Combined Authority (WYCA) is planning a procurement process for second-hand vehicles under the title "WYCA Bus Franchising - Procurement of Second Hand Vehicles" in the bus and coach industry category. This procurement is aimed at transitioning to franchised bus services, which will commence in three tranches starting in April 2027, January 2028, and October 2028. The procurement involves acquiring up to 450 second-hand buses, with a required delivery to Leeds prior to the franchise commencement dates. Expressions of interest are invited by WYCA, with an upcoming communication notice scheduled for 31st July 2025.

This tender presents significant opportunities for businesses in the vehicle supply and maintenance industry, particularly those capable of providing large fleets of buses in batches of at least 40 vehicles. Ideal candidates include suppliers of electric or diesel buses (preferably Euro 6 compliant, though Euro V buses will also be considered), with an aim to spend up to £22 million on the procurement. The buses must meet roadworthiness standards and UK regulations, and no vehicle should be older than 13 years at the start of operations, with the average fleet age around 8 years. Companies specialising in double-decker, single-decker, or midi-sized buses could benefit from participating in this tender.
