Summary of the contracting process

The procurement process for the Child Vision Screening Programme (CVS) from 2025 to 2027, undertaken by Newcastle City Council, has reached the contract award stage. This initiative falls under the health services category, specifically childhood vision screening for children aged 4 to 5 years across the region of UKC. The contract, worth £155,174.54, was awarded on 1st May 2025 and will be active until 31st March 2027. The procurement method used was a direct award under the Provider Selection Regime (PSR) Regulations 2023, and thus the provisions of the Public Contracts Regulations 2015 do not apply to this award. Newcastle City Council is the buying authority, ensuring timely and effective intervention through this essential public health programme.

This tender presents significant opportunities for health service providers focused on early intervention and prevention programmes, particularly those with expertise in child health and orthoptic services. The contract has been awarded to The Newcastle upon Tyne Hospitals NHS Foundation Trust, indicating a preference for established providers with a history of delivering quality healthcare services. Businesses with a strong understanding of health service integration and innovation, and those that excel in improving access and reducing health inequalities, have the potential to position themselves advantageously in similar future tenders. The emphasis on quality and social value in the evaluation criteria further accentuates the importance of excellence in service provision and the impact on community health outcomes.
