Summary of the contracting process

The Crown Commercial Service (CCS) is preparing a substantial procurement project titled "Legal Panel for Public Sector," with the primary focus on providing legal services across various sectors within the UK public realm. The procuring entity is situated in Liverpool, United Kingdom, and is classified as a central government public authority. The procurement process is in the planning phase, with a comprehensive legal services agreement scheduled to be established, effective from 5th August 2026 to 4th August 2029, with potential extensions until August 2031. The framework, valued at £500 million, encompasses multiple specialised lots, including full legal services, litigation, property and construction, and major complex projects. Interested parties should anticipate future communications concerning procurement notices by 18th February 2026.

This procurement presents significant opportunities for legal service providers to engage with the public sector, offering an extensive range of service requirements that align with diverse business specialisations. The framework's structure, designed to consolidate existing agreements under various specialised lots, indicates opportunities particularly well-suited for firms with expertise in public sector engagements, property law, PFI projects, and other legal specialities. Companies, especially SMEs, with capabilities to deliver comprehensive legal services and keen on expanding their footprint in public sector contracts, will find this engagement particularly rewarding. The planned framework agreement further supports business growth by providing a stable, long-term contractual opportunity within the legal service landscape of the UK's public sector.
