Legal Panel for Public Sector
Notice Description
This framework is for the provision of legal services for all the public sector, including but not limited to Local and Regional Government, Health, Education, Infrastructure, Emergency Services, Central Government and Third Sector organisations. This framework covers a wide spectrum of legal specialisms, including, but not limited to, commercial and contracts, property, real estate and construction, litigation and dispute resolution, PPP (public-private partnership), projects, employment, public procurement, social housing, infrastructure, transport and rail, health and social care, and costs law. This agreement will consolidate two existing frameworks RM6240 Public Sector Legal Services and RM6284 Costs Lawyer Services 2 into a single agreement, offering buyers a complete legal advisory service.
Lot Information
Full Legal Service Provision for all Public Sector
Refer to Framework Schedule 1 for details. Lot 1 (1a, 1b and 1c) is for Full Legal Services Provision, enabling Buyers to access full-service firms with expertise across a broad range of legal specialisms. Lot 1 is sub-lotted as follows: - Lot 1a Full Legal Service Provision for all Public Sector; Lot 1b Full Legal Service Provision for Local Government and Local Communities; and Lot 1c Full Legal Service Provision for Health and Social Care.
Renewal: The initial duration of the Framework is 3 years, with an option to extend for 12 months + 12 months

Lot 1 (1a, 1b and 1c) is for Full Legal Services Provision, enabling Buyers to access full-service firms with expertise across a broad range of legal specialisms. Focused Legal SupportRefer to Framework Schedule 1 for details. Lot 2 is for Focused Legal Support and is designed to enable Buyers to procure targeted legal services that do not require a full service legal offering. It is intended for situations where Buyers need legal advice or support in specific specialist areas, or only require a limited number of legal specialisms, rather than comprehensive full legal service provision.
Renewal: The initial duration of the Framework is 3 years, with an option to extend for 12 months + 12 months
Litigation and DisputesRefer to Framework Schedule 1 for details. Lot 3 is for the provision of legal services and advice in relation to Litigation and Dispute Resolution. The Supplier shall provide services to support all Litigation and Disputes including significant and complex disputes.
Renewal: The initial duration of the Framework is 3 years, with an option to extend for 12 months + 12 months
Projects and Complex Advice including PPPRefer to+B118:B119 Framework Schedule 1 for details. Lot 4 is for the provision of legal services and advice in relation to Projects and Complex Advice, where Suppliers are required to support projects involving increasing levels of risk, innovation, and multiple interdependent factors. Such projects typically include, but are not limited to, significant commercial and infrastructure schemes and Public-Private Partnerships (PPP). Suppliers will be expected to balance various priorities and address risks rapidly, providing ongoing input throughout the progression of these projects. This may also include advisory work on the implementation of new policy, or the management of risks associated with existing policy where tried and proven answers and approaches specific to that area do not currently exist.

Transport and RailRefer to Framework Schedule 1 for details. Lot 5 is for Transport and Rail which requires a deep understanding of the transport, rail, highways, maritime, ports aviation and planning industry and its regulatory frameworks. It has been developed in recognition of the specialist nature of the legal advice that is required and its importance in supporting the delivery of key national transport objectives.

Costs Lawyer ServicesRefer to Framework Schedule 1 for details. Lot 6 will provide access to a full range of costs law services to Buyers acting as either the paying or receiving parties, across all types of litigation within England and Wales.

Planning Information
Market engagement for RM6374 commenced in January 2025. The Prior Information Notice (PIN) was issued in January 2025, accompanied by a survey aimed at gauging interest and obtaining market insights from suppliers. The survey remained open until 31st March 2025, during which 93 participants engaged with it, and 48 suppliers completed it. In February 2025, we extended our engagement efforts through additional surveys directed at suppliers and customers, gathering feedback from a further 20 organisations. From March to May 2025, the first round of market engagement took place, featuring an open and transparent retrospective analysis of the existing agreements. Following this, conceptual options were presented to both suppliers and customers.Two supplier engagement sessions were conducted on 19th March and 1st April to collect further market insights to inform the agreement's scope. The session on 19th March attracted 72 individual attendees, while the session on 1st April had 68 attendees. A customer engagement session was held on 28th April to gather additional insights and share the developments regarding the scope of the agreement. This session was attended by 20 individual participants. A specific session focusing on Costs Lawyer Services took place 1st May attracting 31 individual attendees. Since February, one to one sessions with suppliers and customers have been conducted to gather further feedback and insights. To date, 26 supplier meetings have taken place, and these sessions will continue until October 2025.
