Summary of the contracting process

The Government Commercial Agency procured a UK-wide legal services framework for public sector organisations. It covers full legal services for all public sector bodies; local government and local communities, including housing and charities; health and social care; focused legal support; litigation and disputes; projects and complex advice, including public-private partnerships; transport and rail; and costs lawyer services. The main classification is legal advisory services (CPV 79111000). The framework is intended for contracting authorities listed in its customer arrangements and supports legal advice, representation, documentation and related services. It also includes a call-off for Power Purchase Agreement legal advice. The work is delivered across the United Kingdom and is relevant to law firms, specialist legal practices and costs lawyers with public sector capability.

The procurement has been awarded through a selective restricted procedure and established as a closed framework with reopening of competition. Awards were made on 17 July 2026 and the framework contracts were signed on 20 July 2026. The initial framework period is 30 July 2026 to 29 July 2029, with options for two further 12-month extensions to 29 July 2031. Lot values are: full public sector legal services £90m; local government and communities £50m; health and social care £30m; focused legal support £40m; litigation and disputes £80m; projects and complex advice £150m; transport and rail £20m; and costs lawyer services £40m, all excluding VAT. Multiple firms were appointed to each completed lot, while Lot 1a was cancelled. TLT LLP also received the £95,000 PPA legal advice call-off, signed 27 August 2026.

This procurement demonstrates substantial, recurring demand for legal services across central and wider public services, with routes covering both broad legal provision and specialist work. Credible future competitors will need demonstrable legal and financial capacity, technical capability and the ability to deliver consistently across the relevant public sector client group or specialist field. The appointed supplier profile includes both large national practices and smaller firms, and the framework was marked as suitable for SMEs and voluntary, community and social enterprises. Firms should be able to compete through the relevant legal service specialism, including public sector and local government work, health and social care, disputes, complex projects and PPP, transport and rail, or costs law. Social value formed part of evaluation, alongside quality and price, so bidders will need a defined social value offer and robust responses to quality requirements.

Planning Information

Market engagement for RM6374 commenced in January 2025. The Prior Information Notice (PIN) was issued in January 2025, accompanied by a survey aimed at gauging interest and obtaining market insights from suppliers. The survey remained open until 31st March 2025, during which 93 participants engaged with it, and 48 suppliers completed it. In February 2025, we extended our engagement efforts through additional surveys directed at suppliers and customers, gathering feedback from a further 20 organisations. From March to May 2025, the first round of market engagement took place, featuring an open and transparent retrospective analysis of the existing agreements. Following this, conceptual options were presented to both suppliers and customers.Two supplier engagement sessions were conducted on 19th March and 1st April to collect further market insights to inform the agreement's scope. The session on 19th March attracted 72 individual attendees, while the session on 1st April had 68 attendees. A customer engagement session was held on 28th April to gather additional insights and share the developments regarding the scope of the agreement. This session was attended by 20 individual participants. A specific session focusing on Costs Lawyer Services took place 1st May attracting 31 individual attendees. Since February, one to one sessions with suppliers and customers have been conducted to gather further feedback and insights. To date, 26 supplier meetings have taken place, and these sessions will continue until October 2025.
