The council has invited offers through an open procedure. The enquiry deadline was 27 November 2026 at 5pm, and the submission deadline is 15 January 2027 at noon. The contracts are due to start on 1 October 2028, with an initial eight-year term to 30 September 2036 and an option to extend by up to a further eight years, to 30 September 2044. The estimated values are £134.665 million for waste and recycling, £48 million for street cleansing, grounds maintenance and trees, and £2.335 million for town-centre cleansing; each is stated excluding VAT. For each lot, evaluation weights are 60% price, 35% quality and 5% social value. Economic and technical selection criteria apply, with detail in the procurement documents.

Notice Description

Bracknell Forest Council is seeking to establish a Contract for the delivery of Environmental Services; waste collection, street cleansing and grounds maintenance, including tree management and Bracknell town centre cleansing. The Contract will be for an initial term of 8 years (2028 - 2036) with an option for the Council to extend for up to a further period of 8 years (2036- 2044). The new contract(s) are anticipated to commence on 1st October 2028. The Council is keen to promote a partnership approach with all of our suppliers, given the changing nature of the market, needs and broader financial/operational challenges.

Waste and recycling collection; this is a boroughwide statutory service and plays an important role in meeting landfill reduction and recycling targets.

STREET AND PUBLIC REALM CLEANSING AND GROUNDS MAINTENANCE SERVICES AND TREES

Street and public realm cleansing and grounds maintenance are part statutory; they both support the duty of the Highway Authority to maintain a safe highway network. Both services also support the duty of the local authority to maintain a clean environment which is a statutory duty under the Environmental Protection Act 1990. The Council has a legal duty of care as a landowner and Highway Authority to manage tree-related risks associated with trees under its ownership and responsibility. Through the maintenance of trees as part of wider grounds maintenance the service helps ensure public safety, protect and enhance the borough's tree canopy, and supports wider biodiversity, environmental and climate change objectives. The grounds maintenance service does also support the Council's work on improving biodiversity on grassed areas such as roadside nature reserves and in managed meadow grass areas.

BRACKNELL TOWN CENTRE CLEANSING

Cleansing of the town centre; this lot requires a higher frequency and standard of cleansing than the wider borough and is in a high profile busy area.

Planning Information

Overview Bracknell Forest Council (BFC) is preparing to commence a procurement process for the provision of Environmental Services. The Council intends to structure the procurement into the following Lots: • Lot 1: Waste Collection • Lot 2: Street Cleansing and Grounds Maintenance (including Tree Management) • Lot 3: Town Centre (the Lexicon) Cleansing While the procurement is expected to be delivered through individual Lots, the Council reserves the right to combine multiple Lots into a single contract in the event that a supplier is successful across multiple Lots. The formal procurement process is anticipated to commence in June 2026, at which point interested providers will be able to formally express their interest and participate in the tender process. Anticipated Procurement Launch: June 2026 Anticipated Contract Start Date: 1 October 2028 Anticipated Contract Term: 8 years, with the option to extend for up to a further 8 years Market Engagement Activity As part of our market engagement, BFC is running a series of activities to: • Raise awareness of the upcoming opportunity • Share early information on the procurement and contract model • Provide an opportunity for suppliers to ask questions and seek clarification This engagement is for information purposes only and does not form part of the formal procurement process. 1. Supplier Information Sessions (via Microsoft Teams) The Council will host a number of online information sessions to introduce the proposed procurement / contract model and answer supplier questions. Each session will cover the same content. Session Dates (2:00 PM – 3:30 PM): Thursday, 6 November 2025 Thursday, 13 November 2025 Thursday, 20 November 2025 Please note: Suppliers only need to attend one session. Responses to relevant questions raised during the sessions will be consolidated and shared with all interested providers after the final session. These tours offer an opportunity to view the depot facilities and ask relevant questions. Any questions and answers from the tours will also be consolidated and shared with all interested parties after the final tour. Depot Tour Details: • Time: All tours will begin at 2:00 PM and are anticipated to last for approx. 1 hour • Group Size per organisation: Max 4 individuals per organisation. • Organisations per Tour: Anticipated maximum of 3 organisations per tour (although this may be increased dependent on the level of interest).
