Pan Fleet Design and Supply of Rail Glazing Tender Preliminary Market Engagement
Notice Description
London Underground (LU) passenger rail vehicles vary in age from 53 years old (1972 Tube Stock on the Bakerloo line) to 11 years old (S7 Stock on the District line). Some LU engineering vehicles are even older, with the tunnel cleaning train being converted 1938 Tube Stock (87 years old). The designs of the existing glazing systems for this diverse range of vehicles are in various states of completeness and, even if complete, often specify obsolete standards and materials. Most of the incompleteness arises from the proprietary nature of the designs of the glazing, frames and seals, the design of which was often outsourced by the original train builders. The proposed tender is intended to secure long-term supply of rail vehicle glazing systems and to maximise LU's intellectual property rights (IPRs) over the designs, recognizing that there are likely to be existing IPRs owned by the supplier.

Your answers will be treated as TfL restricted in accordance with TfL standard S1782, Information security classification. This means that your answers will only be visible to people authorised by TfL, typically only the TfL staff involved in the procurement. Please answer all questions and send your completed questionnaire by email to the Procurement Manager, Tin-Chi Lee (tinchilee@tfl.gov.uk) before 17:00 GMT on 16th May 2025. Late Response will not be considered. TfL reserves the right to engage a maximum of 5 of the highest scoring bidders, who will demonstrate their capability to deliver this package, for market engagement. Non-responses to this expression of interest will be deemed as not interested. Participants must have satisfied SECTION 10 requirements (in the questionnaire document) prior for consideration for engagement.
