Summary of the contracting process

Bracknell Forest Borough Council is currently in the planning stage of a public procurement process to establish an Education Transport Services agreement. This initiative falls under the services category and involves hiring passenger transport vehicles with drivers. Situated in the region of UKJ11, Bracknell Forest Council is conducting pre-market engagement events to discuss the forthcoming agreement, with sessions scheduled online on 10th February 2026 and in-person on 11th February 2026. Interested suppliers must confirm their attendance by 5th February 2026. This planning phase is crucial for suppliers to understand the council's requirements and the projected start date for the framework agreement is 1st August 2026, with a gross value of £18,000,000.

The new framework presents significant growth opportunities for businesses, particularly those specialising in passenger transport services. Small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs) are well-positioned to benefit from this tender, as it includes considerations for their participation and potential renewal options. By participating in these pre-market sessions, businesses can gain insights, provide feedback, and prepare for the eventual tender process, thereby increasing their chances of securing a contract with the council. This tender process aims to enhance service delivery within the newly defined operational model, thus offering long-term collaboration potential for successful bidders.

Therefore the Council has concluded it would be best for all parties to complete this review and enact any subsequent internal changes prior to the publication of any opportunity in order to provide a clear and consistent position to interested bidders. As such, the Council will be delaying the commencement of this procurement process from October 2025 to January 2026."
