Summary of the contracting process

Cheshire West and Chester Council is procuring an all-age Smart Support service, previously known as Technology Enabled Care. This is a health and social care service using digital technology to improve quality of life, wellbeing and safety, and reduce social isolation for children, young people, adults and carers across Cheshire West and Chester. The provider will deliver the complete service: assess people’s outcomes and needs, identify suitable technology, install it, maintain and repair it, then remove and recycle it. The scope also includes monitoring, a Carers Card service and a Mobile Response service. The requirement is outcome-led rather than based on a fixed technology catalogue, so the service should adapt to users’ needs and use current and innovative digital solutions.

The procurement has reached tender: the Council invited offers through an open procedure, with electronic submissions allowed in English via The Chest. The tender deadline is 25 September 2026 at 10:00. The contract is scheduled to run from 1 April 2027 to 31 March 2032, with a possible two-year extension to 31 March 2034. Its gross estimated value is £6,770,400 including VAT. The Council expects to decide the award by 1 December 2026. There is one lot. Bids will be evaluated on price, quality and social value. Suppliers must meet economic and technical selection requirements set out in the invitation to tender. The contract is demand-based, allowing volumes and products called off to increase or decrease.

This opportunity suits providers able to combine technology-enabled care with practical service delivery and ongoing user support. Relevant capability includes assessing outcomes and individual needs, selecting and supplying a changing range of digital solutions, and managing installation, monitoring, maintenance, repair, removal and recycling. Suppliers should also be able to operate a Carers Card and Mobile Response service for a varied population spanning children, young people, adults and carers. The requirement favours organisations with the operational capacity to deliver an integrated service rather than a single product, and with the ability to respond as demand, user needs and available technology change. The Council has identified the lot as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

Notice Description

Delivery of an All Age Smart Support Service (previously known as Technology Enabled Care (TEC)) that has been designed to utilise digital solutions to improve quality of life, enhance wellbeing and safety and reducing social isolation for children, young people, adults and carers. The Provider must deliver a whole Service on behalf of the Council. This includes an assessment of identified outcomes and what technology would be suitable, installation (including maintenance and repair), removal and recycling of technology. The Service must also provide the monitoring as well as delivery of the Carers Card and Mobile Response service. The Smart Support Service is a flexible, outcome/needs led service and will not prescribe from a fixed list of technology but instead, will identify the wide variety of needs that can be met using the most up to date and innovative solutions.

Options: Demand based contract so the Council holds the right to increase or decrease volume and vary products called off. It is expected that the product range will evolve with the contract as more technology becomes available and the service users needs change.
