Summary of the contracting process

Transport for London procured a broad physical security and associated services package for its operations. The requirement covers security management and supervision, duty management, static guarding, access control, reception, internal and external patrols, mobile guarding and security control-room operations. It also includes life-safety system monitoring, CCTV download and export management, fire warden and fire-system monitoring, first aid and defibrillator response, incident response and investigation, evidence gathering, building-pass and key management, courier processing, mail scanning, loading-bay and parking management, helpdesk services, threat and vulnerability assessments, security equipment and radios. Further activities include pass production, enforcement of TfL byelaws, lock and unlock services, temporary security equipment, and ad hoc security support. The work is delivered across TfL operations in the United Kingdom.

The procurement is complete and has been awarded following a selective competitive flexible procedure, with three valid bids. MITIE Security Limited was awarded the contract on 7 July 2026. The contract was signed on 21 July 2026 and runs from 26 July 2026 to 25 July 2031, with a possible extension to 25 July 2033. Its value is £237,000,000 excluding VAT, or £284,000,000 including VAT. TfL may purchase additional services during the contract, including ad hoc security for special events and changes to operational requirements. Evaluation covered technical capability and solution, commercial pricing and mobilisation costs, health, safety, quality and environmental requirements, responsible procurement, and legal compliance. The process used a prequalification stage, with up to five suppliers eligible for the tender stage.

This award demonstrates sustained demand from Transport for London for a large, integrated security-services operation rather than a single guarding activity. A credible future competitor would need the capacity to manage multiple service lines across a complex operational estate, including guarding, reception, patrols, control-room work, access control, monitoring, incident response and security administration. Relevant capability would also include life-safety, fire, first-aid, CCTV, pass-management, key-management, parking, loading-bay and byelaw-enforcement services. Suppliers should be able to provide trained personnel, supervisors, mobile teams, security technology, radios and temporary equipment, while maintaining consistent attendance, compliant and professional staff conduct, accurate payment applications and effective health, safety, quality, environmental and responsible-procurement controls. Experience coordinating these services for a major transport or similarly complex organisation would strengthen a competing proposition.

Options: The contract shall include the ability for TfL to procure additional services to address - for example - new requirements, special events.

Renewal: The terms and conditions will fully detail the extension provisions. The proposed contract will be for an initial period of 5 years with an option to extend for up to a maximum of 2 years.

Planning Information

TfL invites suppliers to participate in this Preliminary Market Engagement exercise by completing a Market Survey Questionnaire (MSQ). All feedback received will be treated confidentially and will help to shape the upcoming procurement opportunity. Information on the engagement process and the procurement can be found in MSQ documents which will be emailed to interested suppliers. The engagement process consists of the following key steps: 1. Registering Interest - Suppliers who wish to participate should express their interest by emailing SMBOneFM@tfl.gov.uk and quoting 'Physical Security, Reception and Other Services - Registering MSQ interest'. 2. Review and complete the MSQ document which shall be issued to them. 3. Email the completed MSQ document back to SMBOneFM@tfl.gov.uk in an MS Excel format before the deadline of 17:00 on Wednesday 28th May 2025. TfL reserve the right to hold 1-2-1s with suppliers following the submission of the MSQs. We encourage all interested suppliers, regardless of size, to take part in this process.
