Summary of the contracting process

The Plymouth City Council is initiating a re-procurement process for the Plymouth Learning Disability Supported Employment programme. This procurement, currently in the planning stage, aims to support individuals with learning disabilities, mental health issues, and traumatic brain injuries in obtaining and maintaining paid employment. The primary industry category is social work and related services, located in the UKK41 region. Interested parties can attend a series of market engagement events in May 2025, with key dates including virtual sessions on the 13th and 20th of May, and an in-person meeting on the 23rd at Crownhill Court, Plymouth. The procurement process was formally approved on 22nd January 2025 and is scheduled to commence with the contract period starting on 1st October 2026.

This tender presents an excellent opportunity for businesses involved in social services, particularly those specialising in supported employment for individuals with disabilities. Organisations with a strong evidence-based approach and knowledge of the British Association of Supported Employment (BASE) model will be well-suited to compete, as the procurement process emphasises sustainable employment outcomes and quality service delivery. The potential for renewal and a considerable contract value of £1,763,766 indicates significant business growth potential for the right service provider. Companies well-acquainted with implementing reasonable adjustments and offering robust employer training and support are encouraged to participate in the engagement events.
