Summary of the contracting process

Supply Chain Coordination Limited, the NHS procurement organisation, established a national framework for medical consumables: syringes, medical needles and associated products, including anaesthetic, radiology, epidural and amniocentesis needles, epidural kits and packs, plus biopsy needles. Lot 1 covers syringes, needles and associated products; Lot 2 covers biopsy needles and associated products. NHS Supply Chain alone can order from the framework and enter contracts under it. Supplies are intended for NHS trusts, other NHS bodies, government departments, agencies, statutory bodies and private-sector organisations active in the UK healthcare sector. Delivery covers the United Kingdom. This is a goods procurement aimed at manufacturers, distributors and specialist suppliers of clinical consumables and interventional or diagnostic medical products.

The open-procedure procurement is complete and awarded as a closed framework with reopening competition through mini-competitions. Awards were made on 7 November 2025. Lot 1 was awarded to 40 suppliers for £310,000,000 gross; Lot 2 was awarded to 14 suppliers for £30,000,000 gross. Lot 1 suppliers include Apollo Medical Technologies, Aquilant, B. This framework is for Syringes, Needles and Associated Products under which NHS Supply Chain is entitled to purchase supplies and/or services which it will make available for purchase by 1) any NHS Trust; 2) any other NHS entity; 3) any government department, agency or other statutory body and/or 4) any private sector entity active in the UK healthcare sector. Only NHS Supply Chain can order from the Framework Agreement and enter into contracts under it. The Framework is sub-divided into Lots: Lot 1 - Syringes, Needles and associated Products Lot 2 - Biopsy Needles and associated products It is anticipated that initial expenditure will be in the region of PS70,000,000 to PS75,000,000 in the first year of this Framework Agreement, however this is approximate only and the values may vary depending on the requirements of those bodies purchasing under the Framework Agreement. Estimated value over the 3 year Framework Agreement will be in the region of PS250,000,000. There will be an option to extend the Framework for a further year. If the extension period will be utilised, then the total value of the Framework across the 4 year would be PS340,000,000.

Engagement was conducted by issuing of a Prior Information Notice (PIN) under the previous PCR2015 https://www.find-tender.service.gov.uk/Notice/037500-2023 Interested parties were issued Request for Information (RFI) available for completion 20th December 2023 to 26th January 2024 - A Supplier Presentation to provide guidance on the tender for Syringes, Needles and Associated Products, and Sustainability & Social Value requirements were issued 4th March 2024. - A draft Specification & Product List was issued to applicants on 14th April 2024 for feedback with a deadline of 26th April 2024. - Supplier pre-market engagement meetings with incumbent and new suppliers between October and November 2023
