Summary of the contracting process

The London Borough of Tower Hamlets is currently in the tender stage, seeking bids for the "CS6085 Young Tower Hamlets Universal Youth Ward-Based Service." This initiative aims to establish universal 'safe spaces' across all borough wards, targeting young people aged 11-19 and up to 25 with special educational needs. The service covers various wards in London and belongs to the health and social work services category. The procurement process is conducted through an open procedure, with a tender submission deadline on 4th July 2026. Enquiries must be made by 23rd June 2026. The award period is expected to conclude by 12th August 2026, and the maximum contract duration could extend to five years beginning 1st October 2026. The overall contract value is estimated at £3,600,000 gross.

This tender presents significant opportunities for businesses involved in providing youth services, particularly those experienced in developing safe and supportive environments for young people. As the contract allows for a broad framework for in-house and commissioned service delivery across multiple community wards, it suits small and medium enterprises, especially those with a strong local presence and a track record of social value projects. Providers must deliver innovative, well-publicised activities from designated buildings, with an emphasis on accessibility and quality service. The opportunity to compete for multiple lots further incentivises businesses aiming to expand their reach within the sector.

Notice Title

CS6085 Young Tower Hamlets Universal Youth Ward-Based Service

Notice Description

Tower Hamlets Council aims to create universal 'safe spaces' in every ward throughout the borough, where young people can stay safe, participate in positive activities and educational opportunities, as well as access additional support from youth workers. The Council intends to achieve this primarily by delivering the services in-house, although there is a need to commission 6 wards where no Council premises are available to run the service, to ensure there is an accessible universal provision available in all borough wards. Improving services for young people is a key priority in The Tower Hamlets Young Tower Hamlets Strategy 2025-2027. There has been significant investment in the Young Tower Hamlets, to transform the level of support available to children and young people so that they are given the best start in life and have easy access to opportunities to fulfil their potential. The Council's ambition to have youth service provision at ward level is a step towards achieving this vison, as centre-based youth work is recognised to significantly contribute to curricular goals such as health and wellbeing. The commissioned Universal Ward Based Youth Activity provision will seek to provide youth centre provision in the specialist wards currently lacking in-house delivery. It will support young people aged 11-19 (up to age 25 with SEN) with access to free, accessible, high quality and well publicised positive activities which embed the Service's commitment to promoting healthy living and provides safe, yet challenging spaces for personal and social development.

These activities must reflect the Service's commitment to promoting healthy lifestyles and provide safe, supportive and appropriately challenging environments that enable personal and social development. Centre based youth work plays a key role in supporting wider developmental outcomes, including health and wellbeing. Under this contract, Providers must deliver a programme of activities that helps young people build confidence, develop new skills, enjoy a safe space to socialise, and take an active role in shaping their own programme. In addition to centre-based delivery, Providers are expected to incorporate virtual sessions as well as outreach sessions within the local community as part of a flexible and responsive universal offer. The YTH commissioned model is intentionally designed to align with and strengthen the wider Young Tower Hamlets service, creating a coherent and consistent universal youth offer across all wards. By combining inhouse delivery with commissioned provision, the Council seeks to extend reach, replicate high quality practice, and ensure that every locality benefits from strong, experienced youth organisations rooted in their communities. This mixed delivery approach allows YTH to maintain clear standards, broaden access, and build a borough wide offer that is both equitable and responsive to the diverse needs of young people.",

Each lot will be evaluated separately and independently using the evaluation criteria, weightings and scoring methodology as set out in the ITT. Tenderers will receive a separate evaluation score for each lot they bid for. Scores will not be aggregated, transferred or compared across the different lots. Award of contracts For each lot, tenders will be ranked in order of their final weighted evaluation score. Subject to all tender requirements being satisfied, the highest scoring compliant tenderer for each lot will be awarded the contract for that specific lot. Contract awards will be made strictly in accordance with the evaluation methodology and procedures as described in the ITT."
