Summary of the contracting process

UK Research and Innovation, through the Science and Technology Facilities Council (STFC), established a framework for professional services supporting its business-as-usual capital delivery programme. It covers eight disciplines: project and programme management; cost management and quantity surveying; lead designer, including Building Safety Act principal designer and CDM principal designer duties; architecture; civil and structural engineering; mechanical, electrical and public health engineering; sustainability and carbon; and NEC supervision. The services support safe delivery of STFC capital works to the agreed scope, programme and prices, while streamlining supplier engagement and improving consistency and service quality. Services are to be delivered across England, including the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East and South West.

The procurement is complete and all eight lots were awarded; contracts were signed. UKRI used an open procedure. Each lot was evaluated on quality (70%) and price (30%), and was identified as suitable for SMEs. The stated procurement value is £9.5 million excluding VAT (£11.4 million including VAT). Each awarded lot has a stated value of £9.5 million excluding VAT (£11.4 million including VAT); these are separate lot values, not a combined total. Awards were made on 22 September 2025, with contracts signed on 27 October 2025. The contract period runs from 31 October 2025 to 30 October 2029; the framework provides for a two-year initial term with optional third and fourth years released individually. Awarded suppliers are Arcadis, CPC Project Services and Savills (project management); Gleeds, Arcadis and Lexica (cost management); Oberlanders, Feilden Clegg Bradley Studios and NBBJ (lead designer); Stride Treglown, Francis-Jones Carpenter and ADP Architecture (architecture); Ridge and Partners, Price & Myers and Pell Frischmann (civil and structural); Services Design Solution, Ridge and Partners and AtkinsRéalis (mechanical, electrical and public health); Scotch Partners, Feilden Clegg Bradley Studios and AtkinsRéalis (sustainability and carbon); Hickton Quality Control, EEDN and Wessex Site Inspection (NEC supervision).

The framework demonstrates demand for multidisciplinary consultancy and construction oversight supporting STFC capital projects across England. The lots span programme and project management, quantity surveying, architectural and engineering design, carbon and sustainability advice, and NEC supervision, so firms can focus on a specialist discipline rather than cover the entire range. The framework was open to SMEs, and the appointed groups include both large consultancies and smaller practices. To be credible when comparable requirements return to market, suppliers will need demonstrable capability in their chosen discipline and the capacity to deliver safe, well-managed capital works to defined scopes, programmes and prices. The framework’s operating model also makes responsiveness important: smaller, lower-value commissions may be offered through a ranked direct-award route, while larger or higher-risk projects may be competed among framework suppliers on quality and cost.
