Summary of the contracting process

Warwickshire County Council has established a procurement process for a framework agreement concerning supported accommodation for young people aged 16 and above, including looked after children and unaccompanied asylum-seeking children. This contract, valued at £120 million, commenced on 10 October 2025 and will last until 31 August 2029, with a potential extension of up to four years. The project focuses on welfare services for children and young people, covering regions within the United Kingdom. The procurement utilised an open method with a competitive flexible procedure, ensuring high standards of accommodation and support are consistently maintained across the framework. The tender process involved multiple stages, including quality and cost assessments, ensuring that only qualified providers were awarded under Lot 1 and Lot 2, which address needs for care leavers and unaccompanied asylum-seeking children respectively.

The WCC Supported Accommodation Framework presents substantial business growth opportunities for suppliers, particularly small and medium-sized enterprises (SMEs) with experience in welfare and residential services. By securing a position in this framework, businesses can engage with ongoing placements and provide high-quality, cost-efficient solutions that meet public sector standards. Suppliers capable of providing nurturing and adaptable living environments for young individuals transitioning to independence are best positioned for success. This initiative not only supports vulnerable youth but also allows participating businesses to establish long-term contracts, validate their services in the public sector, and expand their operational reach within the social care industry.

Successful providers will be invited to join a framework and WCC shall be able to call off placements with contracted providers as and when required in respect of young people eligible for the services. Supported Accommodation should provide a safe, homely and nurturing living environment where young people are supported to develop the life skills and experience to enable them to move safely to independent adult living in the future.
