Summary of the contracting process

Oxford City Council procured recruitment services to supply temporary, interim and permanent staff across a broad range of council service areas. The framework is divided into 14 sub-lots covering ICT and digital, legal services, regeneration, finance, regulatory services and housing, professional and business support, and property assets and surveying. The work supports the council’s hiring needs and is intended to provide a compliant recruitment supply chain, candidate quality and contract management. Delivery is for Oxford City Council in Oxford. The framework can also be used by Oxford Direct Services and OxPlace. Recruitment agencies with expertise in one or more of the listed professional disciplines are the relevant suppliers; each sub-lot focuses on a distinct service area, with A and B variants for most areas.

The procurement has been awarded through an open competitive flexible procedure. Ten agencies were selected across the 14 sub-lots: Talent International, Michael Page, Huntress Search, Service Care Solutions, Venn Group, Deekay, Marcus Knightley Technical, Pertemps, Adecco and Aligra Personnel. Each award is valued at £2.5 million excluding VAT (£3 million including VAT); these are separate award values, not a combined total. Awards were dated 8 October 2026. The contract period runs from 31 October 2026 to 30 October 2030. The overall procurement estimate is £10 million excluding VAT (£12 million including VAT), with spend by contract not forecast. Evaluation considered quality, including responses to the specification and social value, and price; Sub-Lot B also included a bidder demonstration. The framework allows call-offs with or without reopening competition, depending on the candidate proposal.

This outcome shows Oxford City Council’s demand for recruitment suppliers across specialist professional fields as well as broader staffing needs. A credible competitor would need a dependable candidate-sourcing and placement capability for temporary, interim and permanent roles, with relevant expertise aligned to the service areas it targets. The authority placed substantial emphasis on quality and responses to its specification and social value, alongside price; suppliers should therefore be able to evidence service quality, responsible practice and value for money. Demonstration capability was also relevant to Sub-Lot B. The framework’s multiple suppliers and call-off approach indicate that agencies need to respond competitively to individual requirements and present suitable candidates when requested. SMEs were identified as suitable for the lots, so firms need not be large to be relevant, provided they can meet the requirements and deliver consistently.
