Summary of the contracting process

The Foreign, Commonwealth & Development Office (FCDO) in London is in the planning stage of a procurement process for the Humanitarian Emergency Response Operations and Stabilisation 2.0 (HEROS 2.0) programme. Aiming to succeed the original HEROS programme, this project falls under the services industry category, specifically concerning foreign economic-aid-related services. Currently, the FCDO is seeking market engagement with potential suppliers to gather feedback on the HEROS 2.0 requirements. Prospective suppliers must register their interest by 16 May 2025 for a scheduled market engagement from 02 June to 13 June 2025. The process includes 1-2-1 sessions and feedback requests, concluding with a feedback submission deadline of 20 June 2025.

This tender presents substantial opportunities for business growth, particularly for SMEs and VCSEs involved in foreign economic-aid services. The competitive procurement aims to extend capabilities such as Humanitarian & Conflict Early Warning & Analysis and logistics, providing a wide array of opportunities for diverse sectors. Given the programme's projected contract period starting in November 2026 with potential renewals until 2034, businesses that specialise in conflict, stabilisation, and security operations in fragile states are particularly well-positioned to compete and collaborate within this broad framework.
