Summary of the contracting process

The UK Atomic Energy Authority commissioned research and consultancy on how fusion could fit into future energy landscapes and wider energy ecosystems. The work considered whether fusion might replace ageing technologies, complement other energy sources, meet particular supply needs, or expand beyond grid electricity. It was intended to help UKAEA understand which characteristics of future fusion plants could support or hinder deployment and inform its future strategy. The requirement covered energy and related services, fusion equipment, electricity and energy distribution, energy-efficiency consultancy, industrial process and production engineering design, and research services. Delivery was in the United Kingdom, including Oxfordshire. This is a services requirement suited to organisations combining fusion or nuclear expertise with energy strategy, engineering and research capability.

The procurement has been awarded through a single-lot open procedure using a framework agreement. AtkinsRéalis UK Ltd was selected on 2 September 2025 for £483,427.61 excluding VAT, or £580,113.13 including VAT. The contract was signed on 18 September 2025 and ran from 18 September 2025 to 31 March 2026, with an optional one-year extension subject to funding, allowing a maximum end date of 31 March 2027. Eight bids reached the final stage from 10 submissions. Evaluation used the Most Advantageous Tender approach, assessing technical contribution, methodology, organisational and team capability, project plan, mutual benefit, social value and fixed price. The contract was recorded as terminated on 10 September 2026 because it had been completed; implementation ended on 1 April 2026.

This requirement shows demand from UKAEA for evidence-led work linking fusion technology with wider energy systems, future markets and deployment strategy. Credible competitors would need to contribute technically robust analysis of fusion plants and their potential uses, including applications beyond grid electricity, while understanding existing and emerging energy technologies. The evaluation placed weight on the quality of the technical contribution and methodology, as well as the capability of the organisation and delivery team, project planning, mutual benefit, social value and price. Suppliers should therefore be able to assemble a multidisciplinary team spanning fusion or nuclear science, energy economics or systems analysis, engineering design, research and strategic advice, with a clear approach to collaborative delivery and measurable social value. The requirement was identified as suitable for small and medium-sized enterprises.

Fusion offers potential future energy abundance yet is at the same time highly challenging. In the context of a fusion future full of opportunity, but also complexity, UKAEA wishes to learn more about potential future energy landscapes and ecosystems. In such energy ecosystems, fusion might enter in various ways, perhaps replacing technologies existing at the time (e.g. due to obsolescence/end of life), perhaps augmenting other technologies to address the increasing demand or aiming at affordable solutions for specific supply needs and characteristics not readily met by other technologies. In particular, uses of fusion might expand beyond grid electricity. UKAEA is interested to see what potential characteristics of fusion plants might help or hinder fusion deployment, as this can inform UKAEA's future strategy.
